This book incorporates two major themes into a model for communication about biotechnology. The first is that of a communicating community, defined as a relatively coherent social group engaging in communication within itself. As biotechnologists do not constitute a unitary group, this book refers to biotechnology communities. Similarly, the broad notion of 'the public' is considered to be inadequate, and the notion of distinct public communities is used. The members of each community are considered to have a view of biotechnology made up of their understandings of the nature of science of biotechnology, understandings of the key concepts and models used in biotechnology, perceptions of the nature of risk, and beliefs and attitudes about biotechnology. The second major theme is that of search space. This is the intersection, in a virtual arena, of the components of the 'views' of two communities. Where there are elements that are in common to the two, communication in terms of them is possible. Where there is no commonality, the degrees of understanding reached must be used to construct a mutual understanding that may evolve into an agreement.

In recent years much has happened to justify an examination of biological research in light of national security concerns. The destructive application of biotechnology research includes activities such as spreading common pathogens or transforming them into even more lethal forms. Policymakers and the scientific community at large must put forth a vigorous and immediate response to this challenge. This new book by the National Research Council recommends that the government expand existing regulations and rely on self-governance by scientists rather than adopt intrusive new policies. One key recommendation of the report is that the government should not attempt to regulate scientific publishing but should trust scientists and journals to screen their papers for security risks, a task some journals have already taken up. With biological information and tools widely distributed, regulating only U.S. researchers would have little effect. A new International Forum on Biosecurity should encourage the adoption of similar measures around the world. Seven types of risky studies would require approval by the Institutional Biosafety Committees that already oversee recombinant DNA research at some 400 U.S. institutions. These "experiments of concern" include making an infectious agent more lethal and rendering vaccines powerless.

The proliferation of media technology and the popularity of the Internet help some keep up with these developments but also make it more likely others fall further behind. Johannes Klumpers Biotechnologies, such as genetic engineering, cloning and biodiversity, raise many legal and ethical concerns, so it is important that people understand these issues and feel able to express their opinions. This is why the European Commission has been, for a number of years, supporting actions to improve communication among scientists in these diverse areas. The project ‘Women in Biotechnology’ (WONBIT), financed under the 6th Framework programme of the European Commission, is an excellent example of what can be done to target opinion-formers such as scientists, economists and lawyers in bottom-up activities, and to encourage a debate on gender issues triggered by developments in the life sciences. WONBIT gave rise to a successful international conference highlighting the importance of adopting good practices and ethical considerations in parallel with the rapid pace of progress in biotechnology – from a woman’s point of view. In particular, the conference addressed women in decision-making positions in b- technology with specific reference to scientific excellence, social competencies and management qualities as well as issues relating to environment, society and the younger generation. But it did not stop there: a key part of the conference was dedicated to stimulating public debate among non-specialists, which has led to a number of recommen- tions to policy-makers on better communication in biotechnology, on taking better account of the gender aspects of research, and on involving more women in the decision-making process that surrounds developments in biotechnology.
