Among renewables, bioenergy can attract investments in the rural sector and help farmers to improve their income by increasing agricultural production and diversifying markets for by-products, such as digestate. FAO’s Bioenergy and Food Security (BEFS) Approach assists countries in defining which bioenergy options can be both sustainable and viable while ensuring food security and protecting the environment.In Rwanda the agriculture sector plays a key role in its economy, contributing around one-third of the country’s GDP and employing approximately 70 percent of the working population. The livestock sector is an important economic sector and agriculture sub-subsector. Driving change through this sector can provide win-win solutions to achieve poverty reduction targets.Bringing in the energy facet through bioenergy options such as biogas can further corroborate these strategies by also addressing energy access and energy substitution targets.After the genocide, the government worked on re-establishing the livestock sector, and in 2003 the poverty reduction strategy flagged developing a biogas programme as one of the elements the country should pursue. The programme has been ongoing until recently when a detailed review of the sector was implemented due to the relatively limited number of households implementing the systems. This report aims to shed some light on the issues around biogas viability in Rwanda and how to possibly strengthen biogas in the country.

This paper provides a diagnostic of Rwanda’s food systems and the policy landscape that shapes it. It aims to inform national and local conversations on Rwanda’s food systems transformation—an idea that has attracted considerable attention in national consultations conducted in the run-up to the United Nations Food Systems Summit in September 2021, at the summit itself, and in the post-summit actions that Rwanda is now pursuing. A food system comprises the full range of actors and activities originating from agriculture, livestock, forestry, or fisheries, as well as the broader economic, societal, and natural environments in which they operate. An inclusive and sustainable food systems transformation is a process of growth and development that is profitable for the full range of individual actors engaged in the system, beneficial for society including marginalized and vulnerable groups, and advantageous for the natural environment. Rwanda’s journey towards a food systems transformation is well captured in Vision 2050, the National Strategy for Transformation (NST 1), and strategic plans for sectors such as agriculture, health, nutrition, commerce, and the environment. Their priorities are echoed in ongoing programs and investments of the government, its development partners, the private sector, and civil society. Nonetheless, there are still challenges facing Rwanda’s efforts to sustain and accelerate progress along this journey. Efforts to overcome these challenges call for a deeper and more significant shift in thinking—informed by the food systems perspective—that is highlighted by stronger multi-sectoral approaches to problem-solving. Overall findings suggest an opportunity for a tangible shift in how public policy in Rwanda approaches its food systems and how the systems contribute to the broader national transformation process. This means addressing how balances are struck—and tradeoffs are managed—between and among agriculture, nutrition, health, and the environment in the face of a climate crisis. It also means giving greater attention to the demand-side drivers in Rwanda’s food system, recognizing that singularly focused supply-side strategies rarely succeed in isolation. Finally, it means deepening the integration of policies and policy actors in the design and implementation phases of interventions that shape the food system. We offer several recommendations to translate abstract ideas into a coherent and focused set of actions in the policy space. 1. Strengthen existing entities and mechanisms rather than create new ones. 2. Develop a national food systems transformation strategy that is integrative, multi-sectoral, and action-oriented. 3. Innovate on existing programs. 4. Allow for learning through both success and failure. 5. Invest in rigorous impact evaluation. These actions aim to strengthen the policy environment that enables a truly broad-based food systems transformation. This enabling environment is itself an outcome of broad-based national conversations, integration across sectors, domains, and levels; and the encouragement of policy and program innovation.

Access to sustainable energy is essential for development, poverty reduction and food security. Rwanda, like many other developing countries, is working on identifying sustainable energy solutions to ensure access to energy. Bioenergy is one possible form of renewable energy that countries are looking at to supply part of their energy portfolio. Rwanda currently relies on traditional biomass for energy supply, and shifting away from traditional biomass use would lower its dependency on traditional biomass and improve access to modern sustainable energy forms. Sustainable bioenergy interlinks closely with the agriculture sector, therefore it is necessary to find specific options that minimize negative impacts on the environment and food security. This accomplishes the dual purpose of energy security and food security. This report assesses the use of agriculture residues for the production of bioenergy in Rwanda. The methodology used for the assessment is the Bioenergy and Food Security (BEFS) approach of the Food and Agriculture Organization of the United Nations (FAO). The report provides a detailed assessment of the potential of crop, livestock and woody biomass availability for the production of off-grid electricity solutions and cooking fuels. Through the assessment, a number of specific bioenergy pathways are identified as suitable for bioenergy production. These options should be carried forward for piloting in the country and ground truthing.

In 2021, the United Nations Secretary-General will convene the Food Systems Summit to advance dialogue and action towards transforming the way the world produces, consumes and thinks about food guided by the overarching vision of a fairer, more sustainable world. The Secretary-General will also convene the High-Level Dialogue on Energy (HLDE) to promote the implementation of the energy-related goals and targets of the 2030 Agenda for Sustainable Development. Given the inextricable linkages between the energy and agriculture sectors, integrating the nexus perspective within the FSS and the HLDE is crucial to formulate a joint vision of actions to advance the 2030 Agenda for Sustainable Development and the Paris Agreement. In this context, IRENA and FAO have decided to jointly develop a report on the role of renewable energy used in food chain to advance energy and food security as well as climate action towards the achievement of Sustainable Development Goals and the Paris Agreement. While energy has a key enabling role in food system transformation and innovation in agriculture, its current use is unsustainable because of the high dependence on fossil fuels and frequent access to energy in developing countries. The challenge is to disconnect fossil fuel use from food system transformation without hampering food security. The use of renewable energy in food systems offers vast opportunities to address this challenge and help food systems meet their energy needs while advancing rural development while contributing to rural development and climate action.

The International Conference on the State of the Art on Biogas Technology, Transfer and Diffusion was held in Cairo, Egypt, from 17 to 24 November 1984. The Conference was organized by the Egyptian Academy of Scientific Research and Technology (ASR T), the Egyptian National Research Centre (NRC), the Bioenergy Systems and Technology project (BST) of the US Agency for International Development (US/AID) Office of Energy, and the National Academy of Sciences (NAS).
