This collection considers such issues as the cognitive, linguistic and emotional benefits of speaking two languages, the perceptions, attitudes and issues relating to identity in minority language areas, and the number of grammatical aspects amongst those who speak these minority languages. The premise of the book is based on the fact that these minority languages have, in the past, been in danger of becoming obsolete, mainly because of negative attitudes regarding the benefits of speaking languages that are considered irrelevant internationally. However, in recent times, the benefits of speaking two languages, including where one is a minority language, have been recognised in ways that were not previously understood. Perhaps because of this, alongside the introduction of legislation in some areas in Europe that has been designed to support the preservation of some of these languages, there has been a re-emergence of many minority languages throughout the continent. Questions remain whether this has led to the languages becoming more widely spoken and whether there are specific benefits that can be gained from speaking them. Exploring these questions has led to an increasing amount of research being undertaken on various aspects of bilingualism in minority language areas in Europe. The book contributes to this debate and underlines the relevance and significance of bilingualism in the specific context where European minority languages are still spoken.

This book offers an inclusive perspective on the constellation of languages in Europe by taking into account official state languages, regional minority languages and immigrant minority languages. Although "celebrating linguistic diversity" is one of the key propositions in the European discourse on multilingualism and language policies, this device holds for these three types of languages in a decreasing order. All three types of languages, however, are constituent parts of a multilingual European identity and should be taken into account in any type of language policy. Both facts and policies on multilingualism and plurilingual education are addressed in case studies at the national and European level. Multilingualism is a crucial if often unrecognized marker of new European identities. In this collection of essays, we observe how a plurilinguist and pluricultural political entity practices and theorizes multilingualism. We ask which types of multilingualism are defined, encouraged or discouraged at the level of official policies, but also at the level of communities. We look at speakers of hegemonic or minority languages, at travellers and long-term migrants or their children, and analyse how their conversations are represented in official documents, visual art, cinema, literature and popular culture. The volume is divided into two parts that focus respectively on “Multilingual Europe” and “Multilingual Europeans.” The first series of chapters explore the extent to which multilingualism is treated as both a challenge and an asset by the European Union, examine which factors contribute to the proliferation of languages: globalisation, the enlargement of the European Union and EU language policies. The second part of the volume concentrates on the ways in which cultural productions represent the linguistic practices of Europeans in a way that emphasizes the impossibility to separate language from culture, nationality, but also class, ethnicity or gender. To say that multilingualism is the norm and monolingualism the exception has become a truism. In fact, the European Union is clearly committed to a multilingual Europe in which all its educational systems are advised to include two Community languages. It is in this context where this volume analyses the language use and attitudes of would-be teachers, as they will play a paramount role when it comes to keeping multilingualism as one of the key features of the European identity. There are four main reasons why this volume can make a contribution to this field of research. Firstly, it is a transnational study involving nine different bilingual states/areas which allows the reader to compare contexts that, despite sharing some similarities, do have their own pecularities. Secondly, it considers not only the minority and majority languages, but also the different foreign languages. Thirdly, it relies on the same instrument and methodology. And last but not least, the participants will have an enormous influence on their different educational systems and on their students' linguistic perceptions.
