This book investigates the role and influence of non-state actors (NSAs) and local authorities in the process leading to the adoption of the 2018 Global Compact for Migration (GCM), the first intergovernmental negotiation of its kind at the UN. The research draws upon methods initially applied to assess global climate negotiations, and for the first time analyzes the influence of NSAs and local authorities in an international negotiation on migration. It builds on an assessment of the state of the art on global migration governance, adding new perspectives and insights. The analysis of the influence of NSAs and local authorities is backed by an online survey of participating stakeholders, interviews with key actors, and hundreds of other primary sources obtained from the process. The author finds that the UN system’s willingness to onboard NSAs was key to creating the GCM as it stands today. While the research finds little direct influence from NSAs during the negotiations, the first draft of the GCM was very much informed by their input. Local authorities, still new to the global stage, made the case for their further inclusion in global migration governance.

This book explains what ‘small’ states are and explores their current security challenges, in general terms and through specific examples. It reflects the shift from traditional security definitions emphasizing defence and armaments, to new security concerns such as economic, societal and environmental security where institutional cooperation looms larger. These complex issues, linked with traditional power relations and new types of actors, need to be tackled with due regard to democracy and good governance. Key policy challenges for small states are examined and applied in the regional case studies. The book deals mainly with the current experience and recent past of such states but also offers insights for their future policies. Although many of the states covered are European, the study also includes African, Caribbean and Asian small states. Their particular interest and relevance is outlined, as is the connection between their security challenges and their smallness. Policy lessons for other states are then sought. A revisionist account of Zionist history, challenging the inevitability of a one-state solution, from a bold, path-breaking young scholar The Jewish nation-state has often been thought of as Zionism’s end goal. In this bracing history of the idea of the Jewish state in modern Zionism, from its beginnings in the late nineteenth century until the establishment of the state of Israel, Dmitry Shumsky challenges this deeply rooted assumption. In doing so, he complicates the narrative of the Zionist quest for full sovereignty, provocatively showing how and why the leaders of the pre-state Zionist movement imagined, articulated and promoted theories of self-determination in Palestine either as part of a multinational Ottoman state (1882-1917), or in the framework of multinational democracy. Within and outside the legal and academic professions, it is now increasingly recognised that the human rights consequences of states' actions are not limited to the domestic sphere but quite often transcend national borders. This is a challenge to the human rights community, which up to the present time has focused almost exclusively on human rights violations and protections solely within a national setting. The term "extraterritorial" effect/application/obligation in international law refers to acts that are taken by one actor (state) that have some kind of effect within another country's territory, with or without this second country's implicit or explicit agreement. Extraterritoriality within international human rights law, then, concerns actions or omissions by one state that have an effect on the human rights of individuals in another state - with or without this other state's agreement. This effect may be positive or negative in that such actions or omissions by foreign states may contribute positively to the enjoyment of human rights; or alternatively, they may result in a deteriorated human rights situation, and even human rights violations. This book gives, for the first time, a comprehensive analysis of extraterritorial obligations in international human rights law by placing the discussion in a larger international law context, interpreting obligations in the various sources of international human rights law, and discussing the way in which extraterritoriality has been approached by international courts and human rights implementation bodies in the United Nations and regional systems.
