Specifically, by examining the policy goals and instruments that can be used by the public, private and voluntary sectors, it provides a policy blueprint for creating the enabling condi- tions that can lead to improved child outcomes.1 Concern for good child outcomes gave rise to the major project, What Is the Best Policy Mix for Canada's Children?, undertaken by the Family Network of the Canadian. [...] The overall project goal was, and is, to contribute to the development of a societal strategy for Canada's children.2 To get there, and to ground its conclusions in evidence-based research, CPRN as- sessed the situation of Canadian children and their families, including the values held by Canadians about issues related to parenting. [...] There is agreement that "good" child outcomes are associated with: (1) the achievement of a spec- trum of stage salient developmental tasks, (2) the attainment of human capital, meaning the acquisi- tion of knowledge and skills needed to make a productive contribution to the economy, and (3) the demonstration of social capacity, meaning the pres- ence of empathy for others that reflects concern fo. It first briefly reviews the situation of children in Canada and the difficulties that many families on welfare have when attempting to move from welfare to work.
