This publication examines the effectiveness of aid agency projects in relation to social development work, which are based on four key concepts of social sectors; safety nets; inclusion, equity and empowerment; and social relations. The report draws on recent and ongoing OED evaluations supplemented by other data including a portfolio review, a literature review, individual surveys and a review of country assistance strategies. Four main recommendations are made to improve policy outcomes, including the need to ensure that stated Bank or policy priorities receive adequate treatment across regions and countries, with better strategic planning to address current skills and monitoring and evaluation gaps.

Since the early 1990s, most developing economies have become more integrated with the world s economy. Trade and foreign investment barriers have been progressively lifted and international trade agreements signed. These reforms have led to important changes in the structures of these economies. The labor markets have adjusted to these major changes, and workers were required to adapt to them in one way or another. In 2006, the Social Protection Unit of the World Bank launched an important research program to understand the impact that these profound structural changes have had on workers in developing countries. 'Globalization, Wages, and the Quality of Jobs: Five Country Studies' presents the findings and insights of this important research program. In particular, the authors present the similar experiences of low-income countries with globalization and suggest that low-income countries working conditions have improved in the sectors exposed to globalization. However, 'Globalization, Wages, and the Quality of Jobs' also highlights concerns about the sustainability of these improvements and that the positive demonstration effects on the rest of the economy are unclear. The empirical literature that exists, although vast, does not lead to a consensus view on globalization s eventual impact on labor markets. Understanding the effects of globalization is crucial for governments concerned about employment, working conditions, and ultimately, poverty reduction. Beyond job creation, improving the quality of those jobs is an essential condition for achieving poverty reduction. 'Globalization, Wages, and the Quality of Jobs' adds to the existing literature in two ways. First, the authors provide a comprehensive literature review on the current wisdom on globalization and present a micro-based framework for analyzing globalization and working conditions in developing countries. Second, the authors apply this framework to five developing countries: Cambodia, El Salvador, Honduras, Indonesia, and Madagascar. This volume will be of interest to government policy makers, trade officials, and others working to expand the benefits of globalization to developing countries.

In 2004, the United States, five Central American countries, and the Dominican Republic signed the Central American Free Trade Agreement (CAFTA), signaling the region’s commitment to a neoliberal economic model. For many, however, neoliberalism had lost its luster as the new century dawned, and resistance movements began to gather force. Contesting Trade in Central America is the first book-length study of the debate over CAFTA, tracing the agreement’s drafting, its passage, and its aftermath across Central America. Rose J. Spalding draws on nearly two hundred interviews with representatives from government, business, civil society, and social movements to analyze the relationship between the advance of free market reform in Central America and the parallel rise of resistance movements. She views this dynamic through the lens of Karl Polanyi’s “double movement” theory, which posits that significant shifts toward market economics will trigger oppositional, self-protective social countermovements. Examining the negotiations, political dynamics, and agents involved in the passage of CAFTA in Costa Rica, El Salvador, and Nicaragua, Spalding argues that CAFTA served as a high-profile symbol against which Central American oppositions could rally. Ultimately, she writes, post-neoliberal reform “involves not just the design of appropriate policy mixes and sequences, but also the hard work of building sustainable and inclusive political coalitions, ones that prioritize the quality of social bonds over raw economic freedom.”

In El Salvador, the end of war has brought about a violent peace, one in which various forms of violence have become incorporated into Salvadorans’ imaginaries and enactments of democracy. Based on ethnographic research, The Violence of Democracy argues that war legacies and the country’s neoliberalization have enabled an intricate entanglement of violence and political life in postwar El Salvador. This volume explores various manifestations of this entanglement: the clandestine connections between violent entrepreneurs and political actors; the blurring of the licit and illicit through the consolidation of economies of violence; and the reenactment of latent wartime conflicts and political cleavages during postwar electoral seasons. The author also discusses the potential for grassroots memory work and a political party shift to foster hopeful visions of the future and, ultimately, to transform the country’s violent democracy.
