Environmental protection is one of the areas where the Balkan countries still face a big challenge to catch up with their western neighbors. After the 1990s conflicts and the breakup of Yugoslavia, six new Balkan states emerged. Apart from integrating environmental concerns into the new policies, a major challenge is environmental management across new borders. What used to be six international river basins in the Balkans have now evolved into 13 internationally shared river basins and four transboundary lake basins. The situation is similar for areas of high ecological value, many of which are often located in mountainous border areas. To ensure effective protection, entire ecosystems have to be addressed regardless of the political borders that are dividing them on a map. Transboundary cooperation between countries sharing one or more natural resources is therefore indispensable for creating common frameworks that promote their sustainable use while offering an opportunity for confidence-building between cooperating countries.

Tracy shows how the Ottoman advance across Europe stalled in the western Balkans, where three great powers confronted one another in three adjoining provinces: Habsburg Croatia, Ottoman Bosnia, and Venetian Dalmatia. Until about 1580, Bosnia was a platform for Ottoman expansion, and Croatia steadily lost territory, while Venice focused on protecting the Dalmatian harbors vital for its trade with the Ottoman east. But as Habsburg-Austrian elites coalesced behind military reforms, they stabilized Croatia’s frontier, while Bosnia shifted its attention to trade, and Habsburg raiders crossing Dalmatia heightened tensions with Venice. The period ended with a long inconclusive war between Habsburgs and Ottomans, and a brief inconclusive war between Austria and Venice. Based on rich primary research and a masterful synthesis of key studies, this book is the first English-language history of the early modern Western Balkans. More broadly, it brings out how the Ottomans and their European rivals conducted their wars in fundamentally different ways. A sultan’s commands were not negotiable, and Ottoman generals were held to a time-tested strategy for conquest. Habsburg sovereigns had to bargain with their elites, and it took elaborate processes of consultation to rally provincial estates behind common goals. In the end, government-by-consensus was able to withstand government-by-command.

Over 90 per cent of the world population lives in countries that share a river basin with others. Freshwater resources are scarce and different nations, actors and users compete for limited resources in transboundary river basins; often conflicting with each other. Water is a resource with no substitute: it cannot be secured in sufficiently large quantities through long-distance trade deals; and, due to the interconnectivity of the hydrological system, the actions of one country in its water management have a direct bearing on the interests of neighbouring countries. For instance, in the Mekong River Basin, current hydropower and navigation developments in certain countries impact on traditional sources of income such as fisheries, and rice production in others. These kinds of changes in water use have given rise to conflict between countries in that region and others, but have also led, in some cases, to greater cooperation. The past few decades have seen a number of new agreements about the sharing of river resources and cooperation between riparian states. Negotiating for Water Resources explores the drivers of conflict and cooperation between states in transnational river basins. Drawing on extensive fieldwork and interviews on the Mekong, Danube and La Plata River Basins, the book provides a three level analysis across three case studies, including the regional framework (EU, ASEAN and Mercosur), the River Basin Organisations (ICPDR, MRC and CIC) and the micro-level. The key question of the book is: To what extent do power asymmetries prevent or inhibit cooperation between riparian states over water resources? This is linked to the question of how institutions contribute to mitigate competition for natural resources and how states interact in a multilateral arena. Overall, the book argues that cooperation in transboundary river basins is possible even where there are asymmetric power relations, challenging realist assumptions about competition and conflict over resources.
