Book Description
"This Annual Report provides information, analysis, and recommendations based on the deployment of observers by the North Pacific Observer Program (Observer Program) during 2016. The Observer Program provides the regulatory framework for National Marine Fisheries Service (NMFS)-certified observers to obtain information necessary to conserve and manage the groundfish and halibut fisheries in the Gulf of Alaska (GOA) and the Bering Sea and Aleutian Islands (BSAI) management areas. Data collected by well-trained, independent observers are a cornerstone of management of the Federal fisheries off Alaska. These data are needed by the North Pacific Fishery Management Council (Council) and NMFS to comply with the Magnuson--Stevens Fishery Conservation and Management Act, the Marine Mammal Protection Act, the Endangered Species Act, and other applicable Federal laws and treaties. Each year NMFS releases an Annual Deployment Plan (ADP) that describes how NMFS plans to deploy observers to vessels and processors in the partial observer coverage category in the upcoming year. The following year, the agency provides an Annual Report with descriptive information and scientific evaluation the deployment of observers. The ADP and Annual Report process provides information to assess whether the objectives of the Observer Program have been met and a process to make recommendations to improve implementation of the program to further these objectives"--Executive Summary. Book Description
These guidelines are intended to help those involved in managing fisheries to understand the range of objectives that an observer programme can meet and how these contribute towards the management of a fishery. The importance of scientific, compliance and information outputs is considered in relation to the requirements for developing and implementing management plans. The guidelines promote the use of observers as agents capable of contributing to many monitoring, sampling and compliance activities required in modern integrated fisheries management. The inputs, requirements and outputs of at-sea fishery observer programmes are presented, focusing on what they are, how they relate to the objectives of a programme and different options on how to develop them. The guidelines conclude with a design and maintenance strategy for an observer programme.

Book Description
Soon after 2:00 a.m. on Easter morning 2008, the fishing trawler Alaska Ranger began taking on water in the middle of the frigid Bering Sea. While the first mate broadcast Mayday calls to a remote Coast Guard station more than eight hundred miles away, the men on the ship’s icy deck scrambled to inflate life rafts and activate beacon lights. By 4:30 a.m., most of the forty-seven crew members were in the water. Many knew that if they weren’t rescued soon, they would drown or freeze to death. Two Coast Guard helicopter rescue teams were woken up in the middle of the night to save the crew of the Alaska Ranger. Many of the men thought the mission would be routine. They were wrong. The helicopter teams battled snow squalls, enormous swells, and gale-force winds as they tried to fulfill one guiding principle: save as many as possible. Deadliest Sea is a daring and mesmerizing adventure tale that chronicles the power of nature against man. Veteran journalist Kalee Thompson recounts the harrowing stories of both the rescuers and the rescued while paying tribute to the courage, tenacity, and skill of the dedicated people who risk their lives for the lives of others.

Book Description
"In 1992, the National Marine Fisheries Service (NMFS) initiated scientific sampling of the U.S. large pelagic fisheries longline fleet, as mandated by the U.S. Swordfish Fisheries Management Plan. Scientific observers were placed aboard vessels participating in the Atlantic large pelagic fishery by the Southeast Fisheries Science Center (SEFSC) and the Northeast Fisheries Science Center (NEFSC). The SEFSC coverage occurs on, but is not limited to, vessels fishing for large pelagic species in the northwest Atlantic south ofVrrginia. The scientific observer program contracted and monitored by the NEFSC provides coverage of the large pelagic fleet fishing the offshore waters from Virginia north to the Grand Banks. Although both regional programs sample the pelagic longline fishery, the NEFSC data were not available for a thorough analysis through 1996. Only the numbers oflongline vessels covered and sets observed were summarized for this report"--Introduction, paragraph 1
