The rationale for writing this book is a desire to highlight the utility of combining the efforts of criminologists, security practitioners, and policy makers in confronting crime problems such as maritime piracy. The study examines maritime piracy incident trends over the past few years and presents an explanation for the significant reduction of incidents in East Africa and offers a new approach in constructing a crime-reducing framework applicable to piracy, as well as other crime problems. The intent is to add relevance to the pursuit of social science research crime data collection and analysis using criminological theories (frameworks) and planning techniques for developing crime interdiction strategies that are useful to security practitioners and policy makers. Emphasis is on obtaining readily available data using recognized social science methods to analyze the maritime piracy crime phenomenon for planning and developing the strategies and actions that produce desired outcomes in support of crime reduction. This approach involves identifying appropriate tasks or actions to be taken to achieve the desired effects for each objective and subobjective. It includes an evaluation process of the most salient variables in order to produce assessments that will focus on measuring those actions that have the greatest impacts for generating the most favorable conditions in the environment (desired effects) that are conducive to achieving supporting subobjectives and overall objective (i.e., maritime piracy reduction). This approach creates a framework using selected crime theory elements for examining quantitative and qualitative data for planning counterpiracy actions through a dynamic planning and assessment process.

The twenty-first century has seen a sharp rise in privatization of the military, especially of logistics and security functions during the U.S.-led wars in Iraq and Afghanistan. The outbreak of Somali piracy that started in 2008 has prompted a similar revolution in maritime security. Private security companies began operating armed escort vessels to protect merchant shipping against pirates off the Horn of Africa. Private Anti-Piracy Navies is intended to provide a contextualized understanding of the historical origins, current state, and future prospects of this fast-changing sector. Centuries ago, the British East India Company used a private navy against piracy in the same waters with much success. Yet since then, international law has evolved to more tightly regulate the use of force by civilians, and to afford greater protections to suspected pirates. Thus, the development of what are in effect private warships has presented numerous legal and regulatory problems. How can the companies that operate these vessels be effectively licensed? Under what circumstances should they be allowed to use lethal force? This book explains how regulators in industry and government have attempted to answer such questions, and highlights the remaining areas of uncertainty. It also addresses the economic factors that drive the struggle between pirates and anti-piracy forces. Murphy scrutinizes recent incidents of maritime terrorism and locates the commonalities between pirates and maritime terrorists that enable them to commit their extensive crimes. The delimitation of maritime zones is an important requirement for peaceful relations between neighbouring States. There are numerous examples of areas between States with opposite or adjacent coasts where sovereignty over an island or territory may not be contested but the delimitation of the continental shelf and exclusive economic zone is still pending. Human trafficking and smuggling of migrants: Four of the 12 illicit flows reviewed in this report involve human beings. The first two concern movement between the countries of the region, one for general labour and one for sexual exploitation. The third concerns the smuggling of migrants from the region to the rich countries of the West, and the last focuses on migrants smuggled through the region from the poor and conflicted countries of South and Southwest Asia. Drug trafficking: The production and use of opiates has a long history in the region, but the main opiate problem in the 21st century involves the more refined form of the drug: heroin. In addition, methamphetamine has been a threat in parts of East Asia for decades (in the form of yaba tablets), but crystal methamphetamine has recently grown greatly in popularity. Virtually every country in the region has some crystal methamphetamine users, and some populations consume at very high levels.Resources: Resource-related crimes include those related to both extractive industries, such as the illegal harvesting of wildlife and timber, and other crimes that have a negative impact on the environment, such as the dumping of e-waste and the trade in ozone-depleting substances. In all cases, the threat goes beyond borders, jeopardizing the global environmental heritage. These are therefore crimes of inherent international significance, though they are frequently dealt with lightly under local legislation.Counterfeit goods: The trade in counterfeit goods is often perceived as a "soft" form of crime, but can have dangerous consequences for public health and safety. Fraudulent medicines in particular pose a threat to public health, and their use can foster the growth of treatment resistant pathogens.
