The study assessed the impact of community-based interventions (CBI) that the five-year Second Education Development Project in Lao PDR's poorest districts employed through a quasi-experimental design. Sampled Project village schools were compared with control groups. Control groups were determined using propensity scoring to simulate experimental schools. Treatment or interventions included community-based contracting, community grants, and teacher training. Results of these treatments showed that the CBI package led to positive and improved education outcomes such as increasing enrolment, increased promotion rates, decreased repetition rates, increased gender parity, and higher completion rates. There were significant positive changes in social capital, community development, gender participation, built capacities in village school management, better teaching-learning process and cheaper contracting costs. More significantly, CBI was not only cost-effective but ensured collective ownership as well. The evaluation concludes that effectiveness of one intervention increases in combination with others, making the CBI approach more appropriate.

Lao has embarked on an ambitious plan to transform its economy, reduce poverty, and graduate from least developed country status by 2020. The objectives of this report are 1) to provide critical information to the Government of Lao PDR (GoL) about existing skills gaps in Lao; 2) to provide the GoL and the steering committee that will revise the Human Resource Development Strategy 2000-2020 (and link it to the 8th NSEDP) with evidence of the current skills situation in the country, to better inform decisions and human resource planning for the future; and 3) to provide the GoL, the World Bank, and other development partners a baseline of skills indicators against which to measure progress going forward. Lao's economic growth has led to increased demand for workers at all skill levels, but employers have a difficult time finding workers to meet that demand. The lack of skills among the workforce is the most commonly cited constraint. The first priority will be to increase the limited flow of students progressing to higher education levels, in part due to high dropout rates among students (especially in rural areas) in primary school or between primary and secondary school. The second priority will be to increase the level of cognitive skills among the population by improving the quality of the education system. The third priority will show as Lao's economy moves forward, skills taught in the higher education system will need to become better aligned with labor market needs. The fourth priority will be to promote lifelong learning and skills upgrading by increasing the incentives and opportunities of workers to skill up, and employers to invest in the skills of their workers.

The Assessment of Development Results (ADR) is an independent evaluation by the Evaluation Office (EO) which systematically assesses progress of key interventions by the United Nations Development Programme (UNDP) in countries receiving its support. The ADR in Sri Lanka is the seventy-fourth assessment conducted by the EO and the twenty-first conducted within the Asia-Pacific region, and the first such evaluation conducted in Sri Lanka. This ADR was conducted jointly with the Government of Sri Lanka with a view to strengthening the ownership of the evaluation results by national partners, and thereby its credibility and utility. For this purpose, a Joint Management Group (JMG) was set up with participation from both the Government and the EO. The JMG provided oversight to the evaluation which was conducted by an independent national team and guided by a professional evaluation manager from the EO. Through this mechanism, both the Government and the EO ensured that established norms and standards for evaluation, such as independence, impartiality and rigorous methodology, were followed. We believethat this joint approach has helped the evaluation team collect inputs from a broad range of national partners and resulted in a report that is soundly rooted in the national reality making it useful for national partners and UNDP in designing their future engagement with a better sense of UNDP's strategic direction. The evaluation found that UNDP had significantly helped the country overcome major challenges that emerged during the last decade. Today, Sri Lanka is looking at a new development path as a middle income country, and UNDP has been seeking to reposition itself to maintain its relevance in the new context. We therefore believe that the evaluation was very timely. Having provided the opportunity to take stock of what worked, and what did not, in the past decade, the evaluation proposes the mostuseful role UNDP can play in the future.
