Managing environmental contamination requires decision makers to weigh eXlstmg risks against the potential effects of implementing environmental policies - considering both the benefits and disruptions that may result from different actions. The NATO Advanced Research Workshop in Lisbon was an important step in the development and application of cost efficient methods of risk assessment especiaIly within the constraints of a budget. The goal of the workshop was to evaluate the potential for risk assessment to serve as a unified and unifying technique in addressing a wide range of environmental problems. Papers presented in this book discuss issues ranging from specific and local studies (specific site, ecosystem, pollutant) to global decision and management frameworks (watersheds, regions, integration of multiple poIlutants and stressors); they develop a range of approaches starting from specific methods to widely applied public policies (Figure 1). The papers show that the use of risk assessment can provide the scientific basis for environmentaIly sound and cost-efficient policies, strategies, and solutions to our environmental chaIlenges. The organization of the Proceedings reflects sessions and discussions during the workshop. The papers in the introductory Chapter summarize the positions of Drs. Glenn Suter (EPA) and Jim Wilson (Resources for the Future) regarding whether the use of often-expensive risk assessments in developing countries can be justified, given evolving regulatory institutions and limited resources.

Decision-making tools are needed to support environmental management in an increasingly global economy. Addressing threats and identifying actions to mitigate those threats necessitates an understanding of the basic risk assessment paradigm and the tools of risk analysis to assess, interpret, and communicate risks. Comparative Risk Assessment (CRA) is a methodology applied to facilitate decision making when various activities compete for limited resources. CRA has become an increasingly accepted research tool and has helped to characterize environmental profiles and priorities on the regional and national level. CRA may be considered as part of the more general but as yet quite academic field of multi-criteria decision analysis (MCDA). The concept of “environmental security” has emerged as one basis for understanding international conflicts. This phrase can mean a variety of things. It can signify security issues stemming from environmental concerns or conflicting needs, or it can mean that the environment is treated as a resource for the long term, and the question is what should be done today to preserve the quality of the environment in the future. In the same way that energy security is about ensuring access to energy for the long run, it can also mean that pressing environmental concerns create a situation where different countries and communities are forced to collaboratively design a unified response, even if cooperation is not generally in the logic of their relations. From the beginning of 21st century, there has been an awareness of risk in the environment along with a growing concern for the continuing potential damage caused by hazards. In order to ensure environmental sustainability, a better understanding of natural disasters and their impacts is essential. It has been recognized that a holistic and integrated approach to environmental hazards needs to be attempted using common methodologies, such as risk analysis, which involves risk management and risk assessment. Indeed, risk management means reducing the threats posed by known hazards, whereas at the same time accepting unmanageable risks and maximizing any related benefits. The risk management framework involves evaluating the importance of a risk, either quantitatively or qualitatively. Risk assessment comprises three steps, namely risk identification (data base, event monitoring, statistical inference), risk estimation (magnitude, frequency, economic costs) and risk evaluation (cost-benefit analysis). Nevertheless, the risk management framework also includes a fourth step, risk governance, i.e. the need for a feedback of all the risk assessment undertakings. There is currently a lack of such feedback which constitutes a serious deficiency in the reduction of environmental hazards. This book emphasises methodological approaches and procedures of the three main components in the study of environmental hazards, namely forecasting - nowcasting (before), monitoring (during) and assessment (after), based on geoinformatic technologies and data and simulation through examples and case studies. These are considered within the risk management framework and, in particular, within the three components of risk assessment, namely risk identification, risk estimation and risk evaluation. This approach is a contemporary and innovative procedure and constitutes current research in the field of environmental hazards.
