The ambition of these policies is, however, often tempered by their perceived negative effects on the economy. The empirical evidence in this volume - covering a decade of OECD analysis - shows that environmental policies have had relatively small effects on economic outcomes such as employment, investment, trade and productivity. At the same time, they have been effective at reducing emissions from industry. The policies can however generate winners and losers across firms, industries and regions: while the least productive firms from high-polluting sectors are adversely affected, more productive firms and low-pollution sectors benefit. Environmental policies can be designed and combined with other policies to compensate workers and industries that may lose and to emphasise their positive impacts

Environmental issues are growing in visibility in local, national, and world arenas, as a myriad of human activities leads to increased impacts on the natural world. Issues such as climate change, endangered species, wilderness protection, and energy use are regularly on the front pages of newspapers. Governments at all levels are struggling with how to address these issues. Environmental policy analysis is intended to present the environmental and social impacts of policies, in the hope that better decisions will result when people have better information on which to base those decisions. Conducting environmental policy analysis requires people who understand what it is and how to do it. Interpreting it also requires those skills. We hope that this book will increase the abilities, both of analysts and of decision-makers, to understand and interpret the impacts of environmental policies. Policy analysis books almost invariably begin by pointing out that policy analysis can take many forms. This book is no different. Many economic models exist to estimate the cost and effectiveness of different policies for reducing greenhouse gas (GHG) emissions. Some approaches incorporate rich technological detail, others emphasize the aggregate behavior of the economy and energy system, and some focus on impacts for specific sectors. Understandably, different approaches may be better positioned to provide particular types of information and may yield differing results, at times rendering decisions on future climate change emissions and research and development (R&D) policy difficult. Reliable estimates of the costs and benefits to the U.S. economy for various emissions reduction and adaptation strategies are critical to federal climate change R&D portfolio planning and investment decisions. At the request of the U.S. Department of Energy (DOE), the National Academies organized a workshop to consider these issues. The workshop, summarized in this volume, comprised three dimensions: policy, analysis, and economics. Discussions along these dimensions were meant to lead to constructive identification of gaps and opportunities. The workshop focused on (1) policymakers' informational needs; (2) models and other analytic approaches to meet these needs; (3) important economic considerations, including equity and discounting; and (4) opportunities to enhance analytical capabilities and better inform policy.

This report discusses how policymakers should deal with economic distortions on the cost-side of cost-benefit analysis in the area of environmental policies, and assesses the existing Nordic guideline recommendations. The two types of economic distortions are distortions to product markets, which are almost by definition tied to environmental policy interventions, and distortions to labour supply decisions. Drawing on best practices from the literature, we formulate a number of key principles useful for assessing the impact on labour supply decisions and welfare on product markets from policy interventions. Four analytical examples are included to illustrate the importance of these principles for the correct quantification of distortionary impacts, especially the importance of taking into account pre-existing policy induced distortions.

What role do evaluations for environmental policies have in the Nordic countries (Denmark, Finland, Norway and Sweden? And could evaluations be better implemented in order to create and uphold effective and efficient environmental policies? These are the two questions this study aims at answering. The study focuses on three main areas in regard to ex-ante and ex-post evaluations for environmental policies: Organisation, guidelines and specific evaluations. As a result of the analysis, a number of lessons learnt for the three investigated areas are found and a set of recommendations on how to improve the evaluation of environmental policies in the Nordic countries in the future are provided.
