"TRB's second Strategic Highway Research Program (SHRP 2) Report S2-R06E-RR-1: Real-Time Smoothness Measurements on Portland Cement Concrete Pavements During Construction explores real-time smoothness measuring technologies for concrete paving. For the purposes of the report, real-time smoothness refers to measuring and evaluating the concrete pavement surface profile during construction along the paving train while the concrete surface is still wet. The report also includes draft suggested specifications and guidelines related to the use of technologies that allow paving crews to measure smoothness in real time. The results of Renewal Project R06E will be incorporated into an electronic repository for practitioners, known as the NDToolbox, which will provide information regarding recommended technologies for the detection of a particular deterioration. The NDToolbox is in the process of being created by SHRP 2 Renewal Project R06A, which has released SHRP 2 Report S2-R06A-RR-1: Nondestructive Testing to Identify Concrete Bridge Deck Deterioration that identifies nondestructive testing technologies for detecting and characterizing common forms of deterioration in concrete bridge decks. Nearly all State highway agencies use smoothness specifications to ensure that hot-mix asphalt (HMA) and portland cement concrete (PCC) pavements are built to high levels of smoothness. About half of all current State smoothness specifications for HMA and more then three-fourths of all current PCC smoothness specifications are centered around the Profile Index (PI), as often measured using a profilograph. The vast majority of these specifications utilize a 5-mm (0.2-in.) blanking band in computing PI (i.e., PI5-mm). Assistance in selecting appropriate IRI and PI0.0 specification limits is needed to provide a basis for modifying current specifications to these more reproducible and portable smoothness indices. This research effort has developed a series of relationships between IRI and PI that can assist States in transitioning to IRI or PI0.0 smoothness specification for HMA and PCC pavements.

"The current performance-related specifications (PRS) methodology has been under development by the Federal Highway Administration (FHWA) for several years and has now reached a level at which it can be implemented by State highway agencies. PRS for highway pavements depend heavily on performance prediction models to determine the impact of varying levels of construction quality. This study focused on the improvement of the key distress and smoothness prediction models used in the PRS for jointed plain concrete pavement (JPCP). Performance models for transverse joint faulting, transverse slab cracking, transverse joint spalling, and smoothness (International Roughness Index [MI]) were evaluated and then improved substantially. This was accomplished using a comprehensive national database of JPCP performance data, along with sound statistical and engineering techniques. Performance model calibration guidelines were also developed so that a State cari calibrate any of these models specifically to its pavement performance data. The PaveSpec PRS demonstration software was upgraded to Version 3.0 under this study. Some of the specific improvements incorporated in PaveSpec 3.0 include: 1) incorporation ofyim proved distress indicator models, as well as the ability to calibrate or modify the default models, 2) sensitivity analysis capabilities, 3) expected pay charts, and 4) online help.
