After more than a decade of great effort and sacrifice by America and its allies, the Taliban still has not been defeated, and many Afghans believe that a civil war is coming. Aspiration and Ambivalence analyzes the U.S. and international efforts in Afghanistan and offers detailed recommendations for dealing with the precarious situation leading up to the 2014 transition to Afghan control and beyond. Vanda Felbab-Brown argues that allied efforts in Afghanistan have put far too little emphasis on good governance, concentrating too much on short-term military goals to the detriment of long-term peace and stability. The Western tendency to ally with bullies, warlords, smugglers, and other shady characters in pursuit of short-term military advantage actually empowers the forces working against good governance and long-term political stability. Rampant corruption and mafia rule thus persist, making it impossible for Afghans to believe in the institutional reforms and rule of law that are clearly necessary. This must change— otherwise, the chances of building responsive and sustainable governmental structures are slim, indeed. In recent years there has been growing concern over the pervasive disparities in academic achievement that are highly influenced by ethnicity, class and gender. Specifically, within the neoliberal policy rhetoric, there has been concern over underachievement of working-class young males, specifically white working-class boys. The historic persistence of this pattern, and the ominous implication of these trends on the long-term life chances of white working-class boys, has led to a growing chorus that something must be done to intervene. This book provides an in-depth sociological study exploring the subjectivities within the neoliberal ideology of the school environment, in order to expand our understanding of white working-class disengagement with education. The chapters discuss how white working-class boys in three educational sites enact social and learner identities, focusing on the practices of 'meaning-making' and 'identity work' that the boys experienced, and the disjunctures and commonalities between them. The book presents an analysis of the varying tensions influencing the identity of each boy and the consequences of these pressures on their engagement with education. What constitutes an effective and realistic strategy for dealing with non-state armed groups? This question has bedevilled states the world over. From Colombia and FARC, Turkey and the PKK, the Taliban in Afghanistan and Pakistan, and the persistent insurgency in Iraq – the governments concerned struggle to either fight or negotiate their way to an end. Fighting armed groups is an uncertain business, and so is negotiating. Doing both alternately, concurrently or selectively, is highly demanding. This book develops a framework to help analysts and policymakers understand the challenges of using a combination of coercion and diplomacy in dealing with armed groups. It considers which complexities have proved most inhibiting, and which have been worked around. What are the obvious traps that states fall into? What appear to be the smarter moves? Thinking in terms or ‘military’ or ‘political’ solutions is unhelpful – to be genuinely strategic, a response must concern itself with managing the mix. Ten examples from around the world are worked through to examine this theme. The net is cast wide purposefully, so that the lessons for strategy can be made explicit, rather than lost amid a bloody contemporary history of wars involving armed groups.

" Conventional political theory holds that the sovereign state is the legitimate source of order and provider of public services in any society, whether democratic or not. But Hezbollah and ISIS in the Middle East, pirate clans in Africa, criminal gangs in South America, and militias in Southeast Asia are examples of nonstate actors that control local territory and render public services that the nation-state cannot or will not provide. This fascinating book takes the reader around the world to areas where national governance has broken down—or never really existed. In these places, the vacuum has been filled by local gangs, militias, and warlords, some with ideological or political agendas and others focused primarily on economic gain. Many of these actors have substantial popularity and support among local populations and have developed their own enduring institutions, often undermining the legitimacy of the national state. The authors show that the rest of the world has more than a passing interest in these situations, in part because transborder crime and terrorism often emerge but also because failed states threaten international interests from trade to security. This book also poses, and offers answers for, the question: How should the international community respond to local orders dominated by armed nonstate actors?
