The Asia-Pacific Development Journal (APDJ) is published twice a year by the Macroeconomic Policy and Financing for Development Division of the United Nations Economic and Social Commission for Asia and the Pacific. The primary objective of the APDJ is to provide a platform for the exchange of knowledge, experience, ideas, information and data on all aspects of economic and social development issues and concerns facing the region and aims to stimulate policy debate and assist in the formulation of policy. The development experience in the Asian and the Pacific region has stood out as an extraordinary example of what can be achieved when policymakers, experts, scholars and people at large harness their creativity, knowledge and foresight. The APDJ has been a proud partner in this process, providing a scholarly means for bringing together research work by eminent social scientists and development practitioners from the region and beyond for use by a variety of stakeholders. Over the years, the Journal has emerged as a key United Nations publication in telling the Asian development story in a concise, coherent and impartial manner to stimulate policy debate and assist in the formulation of policy in the region. This special issue contains five selected discussion papers, edited and revised, from the third International Conference on Financing for Development, held in Addis Ababa, Ethiopia from 13th to 16th July 2015. It highlights the importance of raising substantial financial resources various sources to invest in the social sectors, infrastructure development and efforts to tackle climate change in order to ensure a transformative change to bring about inclusive growth and sustainable development in the Asia-Pacific region.

Alverdian explores how a distinct national character of maritime governance has influenced the nature of Indonesia's aspiration to go beyond archipelagic towards a maritime nation, through focusing on the intersection between the nation's political culture, historical changes and geopolitical contexts, which gave rise to the primacy of the theme of unity in the nation's discourse. The main theme of this research is the three-pillar framework of the Tanah-Air concept, which includes the political culture of persatuan nasional (national unity), the strategic culture of cakra manggilingan (turning of the times from dark to golden periods), and the geopolitical context of posisi silang dunia (world crossroad position). The findings of this publication indicate the dominant influence of Javanese political culture, philosophy, values, and traditions on the distinct character of Indonesia’s maritime orientation. Specifically, Javanese political philosophy and traditions within each pillar of Tanah-Air have influenced continuity rather than change in the evolution of Indonesia’s maritime policy. This book helps readers understand how the defining theme of unity in national political culture has shaped the evolution of Indonesia’s maritime policy from 1945 to 2019. It illustrates how the continuous influence of the theme of national unity as devised by the political elites through history has addressed the realities of the archipelago’s geography, and it is significant from both an academic and practical policy perspective. History has proved that communism failed at many levels during the first global competition between the capitalist and socialist camps during the Cold War. As a result, the socialist camp was dissolved. China is one of the few communist countries to survive in the twenty-first century. The Chinese economy was on the verge of collapse in the 1970s but began to take off in the early 1980s, guided by the China model. China became the world's second largest economy in 2010 and has quickly expanded its enormous global market and political influence. The second global competition between the capitalist countries and China has started. The second global competition is in fact between the China model and the Washington Consensus.
