This book provides a theoretical and empirical analysis of a key concept in East Asian security debates, sovereign autonomy, and how it reproduces hierarchy in the regional order. Park argues that contemporary strategic debates in East Asia are based on shared contextual knowledge - that of international hierarchy - reconstructed in the late-nineteenth century. The mechanism that reproduces this lens of hierarchy is domestic legitimacy politics in which embattled political leaders contest the meaning of sovereign autonomy. Park argues that the idea of status seeking has remained embedded in the concept of sovereign autonomy and endures through distinct and alternative security frames that continue to inform contemporary strategic debates in East Asia. This book makes a significant contribution to debates in international relations theory and security studies about autonomy and status, as well as to the now extensive literature on the nature of East Asian regional order.

This book analyses the Association of Southeast Asian Nations (ASEAN) as a powerful actor in International Relations by examining how the ASEAN community has evolved, looking specifically at its relationship with the EU with regards to human rights. The book adds to important contemporary debates within constructivist theory, shedding light on the need for ‘critical’ constructivism that emphasises language and contestation and what that may entail. On an empirical level, it challenges the idea of an 'EU-centrism,' demonstrating how ASEAN is the major driving force behind its human rights and community aspirations, as well as within the ASEAN-EU relationship. Furthermore, this book engages with the introspection surrounding constructivism by addressing the trouble with 'norms,' and instead unpacking the relationship between ASEAN and the EU to show language power in play. This book seeks to explain two core paradoxes associated with the Association of Southeast Asian Nations (ASEAN): How have diverse states hung together and stabilized relations in the face of competing interests, divergent preferences, and arguably weak cooperation? How has a group of lesser, self-identified Southeast Asian powers gone beyond its original regional purview to shape the form and content of Asian Pacific and East Asian regionalisms? According to Alice Ba, the answers lie in ASEAN's founding arguments: arguments that were premised on an assumed regional disunity. The Association of Southeast Asian Nations (ASEAN) is strategically significant because of its size, dynamism, and role in the Asian economic and security architectures. This paper examines how ASEAN seeks to strengthen these assets through "centrality" in intraregional and external policy decisions. It recommends a two-speed approach toward centrality in order to maximize regional incomes and benefit all member economies: first, selective engagement by ASEAN members in productive external partnerships and, second, vigorous policies to share gains across the region. This strategy has solid underpinnings in the Kemp-Wan theorem on trade agreements. It would warrant, for example, a Trans-Pacific Partnership (TPP) agreement with incomplete ASEAN membership, complemented with policies to extend gains across the region. The United States could support this framework by pursuing deep relations with some ASEAN members, while broadly assisting the region's development.
