Book Description
Army Techniques Publication ATP 4-94 Theater Sustainment Command June 2013 Army Techniques Publications (ATP) 4-94, Theater Sustainment Command, is the revision of FM 4-94, Theater Sustainment Command. ATP 4-94 provides an overview of the theater sustainment command (TSC) and an expeditionary sustainment command (ESC)'s roles, and functions, information on strategic partners, the organization, and guidance within the context of decisive action. ATP 4-94 establishes Army doctrine for operational-level theater deployment and sustainment by providing overarching doctrinal direction for Army operations conducted in support of unified land operations. Major changes from FM 4-94 include clarifying the role of the ESC within unified land operations, primarily, that the TSC can deploy an ESC when the TSC determines that a forward command is required, or when task organized directly under the mission command of a Corps or Army forces (ARFOR). ATP 4-94 also introduces Global Combat Support System-Army materiel management levels. This is a fundamental materiel management information system change, which is being fielded to the total Army force. Introducing the materiel management level responsibilities will allow materiel management at all sustainment levels to understand changes being made to the information system infrastructure, and their roles and responsibilities.

Book Description
Army Techniques Publication ATP 4-93 Sustainment Brigade APRIL 2016 ATP 4-93 describes the Army sustainment brigade characteristics, capabilities, organizations and operational processes. ATP 4-93 is a revision of ATP 4-93, Sustainment Brigade, last published in 2013. It is written for commanders, staffs and Soldiers at all levels, leaders and instructors at military institutions, student and doctrine and training developers. It provides relevant information for an Army sustainment brigade in support of decisive action tasks. This publication refines the description of the sustainment brigade headquarters, combat sustainment support battalion and the special troops battalion. New topics include: command and support relationships, mission command, command post activities, and sustainment brigade notional task organizations. It reflects the experiences and knowledge gained from current operations. This ATP also captures organization changes that impact the capability of the unit to accomplish its mission. Newly created and updated graphics reflect sustainment brigade current staff organizations and command post cells. The ATP explains how a sustainment brigade operates to sustain Army forces as part of Army unified land operations. Unified land operations describe how the Army operates through simultaneous offensive, defensive, and stability or defense support of civil authorities' tasks. The sustainment brigade's garrison command relationships and activities performed in support of home station are intended to maximize mission command effectiveness. The attachment of sustainment brigades to a division at home station does not change their doctrinal mission or war time requirements. Sustainment brigade headquarters, combat sustainment support battalion headquarters and their garrison subordinate units remain available for global deployment requirements. Deployed sustainment brigades are task organized to support Army forces in support of decisive action tasks. The sustainment brigade provides support and services to enable operational reach, ensure freedom of action, and prolonged endurance, to Army forces conducting decisive action tasks. The content of ATP 4-93 is consistent with Army doctrine and nested with joint logistics.

Book Description
This publication, Army Techniques Publication ATP 4-91 Army Field Support Brigade Change 2 July 2014, is a major revision to ATP 4-91. It provides basic doctrinal discussion on the organization and operations of the Army Field Support Brigade. The primary target audience for this field manual includes: Headquarters Department of the Army, Army commands, theater armies, direct reporting units, and supported units at all levels. The Army Field Support Brigade (AFSB) is a small, mission focused, highly modular organization built around a tailored modified table of organization and equipment (MTOE) and an augmentation table of distribution and allowances (TDA) structure. The AFSB is assigned to the US Army Materiel Command's (USAMC) Army Sustainment Command (ASC). AFSBs leverage USAMC national-level provider capabilities and assist in the coordination of acquisition logistics and technology (ALT) support (less medical) to the operational Army. Each AFSB can request assistance and/or support from USAMC and the Assistant Secretary of the Army for Acquisition, Logistics and Technology (ASA[ALT]) to meet specific mission requirements. When deployed in support of contingency operations, and when directed by their higher echelon, the AFSB will normally be placed under the operational control (OPCON) of the supported theater Army. This OPCON authority is normally delegated to the theater sustainment command (TSC) or expeditionary sustainment command (ESC) as appropriate. The AFSB combines various USAMC assets into a single brigade level unit that plans for and synchronizes USAMC national-level provider support to US Army forces. The AFSB also participates in the coordination and support of ALT related actions, less medical ALT support and theater support contracting, in the operational area. Although the AFSB has no direct acquisition authority, it is able to coordinate with and influence program executive office (PEO), project/product managers (PMs), or Army Test and Evaluation Command (ATEC) actions. This ATP provides an overview of AFSB organization and mission functions that apply to both contingency operations and support to units throughout the Army force generation (ARFORGEN) process. This version, Change 2, includes five chapters and two appendix:Chapter 1 – Operations and Organization OverviewChapter 2 – Subordinate OrganizationsChapter 3 – National-Level Provider FunctionsChapter 4 – Acquisition Logistics and TechnologyChapter 5 – Contract Support Coordination and Contractor ManagementAppendix A – Responsible Reset Task Force (R2TF) and Redistribution Property Assistance Team (RPAT) Techniques
