Information age developments coupled with a revolution in military technology have profoundly influenced the depth, breadth, and height of the battlespace. In today's operational environment, capabilities of friendly and enemy forces to acquire and dominate each other by fires and maneuver are maximized by effectively using the electromagnetic spectrum. Exponential improvements of targeting capabilities occur almost daily in our technological age. Although extending the battlespace has evolved throughout the history of warfare, space and airborne platforms have improved the commander's capabilities to visualize the battlespace, target the enemy, and process and distribute information beyond any twentieth century expectations. Twenty-first century technologies have placed increasing demands on using airspace. Airspace has become a crucial resource that the combat commander must manage efficiently with increasing numbers and types of airspace users. Army airspace command and control (A2C2) is the Army's application of airspace control to coordinate airspace users for concurrent employment in the accomplishment of assigned missions. It provides the necessary command and control structure for the effective use of airspace. This field manual describes the doctrinal principles and fundamentals for organizing, planning, and using airspace. Beginning with the fundamentals of airspace management at the joint level and working through A2C2 management at each echelon of command, this manual is both a primer for airspace users and a primary reference for A2C2 staff planners. This manual provides the guidance to integrate, coordinate, synchronize, and regulate the Army's use of airspace. It focuses on how the Army uses airspace in planning and executing the commander's intent. Coordinating and integrating the use of the airspace is a force multiplier; it ensures that all battlefield operating systems are available to positively impact the course of the battle. Additionally, effective airspace management and control enhances force protection measures, minimizes the risk of fratricide to airspace users and ground combat units, and increases overall force effectiveness.

General Kenney Reports is a classic account of a combat commander in action. General George Churchill Kenney arrived in the South- west Pacific theater in August 1942 to find that his command, if not in a shambles, was in dire straits. The theater commander, General Douglas MacArthur, had no confidence in his air element. Kenney quickly changed this situation. He organized and energized the Fifth Air Force, bringing in operational commanders like Whitehead and Wurtsmith who knew how to run combat air forces. He fixed the logistical swamp, making supply and maintenance supportive of air operations, and encouraging mavericks such as Pappy Gunn to make new and innovative weapons and to explore new tactics in airpower application. The result was a disaster for the Japanese. Kenney's airmen used air power-particularly heavily armed B-25 Mitchell bombers used as commerce destroyers-to savage Japanese supply lines, destroying numerous ships and effectively isolating Japanese garrisons. The classic example of Kenney in action was the Battle of the Bismarck Sea, which marked the attainment of complete Allied air dominance and supremacy over Japanese naval forces operating around New Guinea. In short, Kenney was a brilliant, innovative airman, who drew on his own extensive flying experiences to inform his decision-making. "This report is a research byproduct that documents the front-end analysis for development of the Brigade Battle Staff Training System (BDE-BSTS). BDE-BSTS, a set of functional area training packages for brigade-level staff officers, is a combination of text and computer-based instruction (CBI). Sponsored by the Defense Advanced Research Projects Agency (DARPA), the BDE-BSTS was developed for use by the U.S. Army National Guard (ARNG). The prototype BSTS comprised 13 courses for training brigade staff officers in individual functional areas and those tasks required to prepare staffs for collective battle staff tasks. The glossary presents the working definitions of terms used in these programs. The BSTS program, sponsored under the DARPA program umbrella of Simulation in Training for Advanced Readiness (SIMITAR), is coordinated with three other programs: Simulation-Based Mounted Brigade Training Program (SIMBART), Simulation-Based Multiechelon Training for Armor Units (SIMUTA), and Combat Service Support (CSS) Training System Development for the National Guard."--DTIC.
