This book analyses the issue of child soldiers in order to understand how armed groups engage with international organizations to gain international legitimacy. The work examines why some armed groups ‘follow the rules’ of international humanitarian law and others do not. It argues that armed groups in conflicts around the world engage with international organizations in order to gain international legitimacy and to show they are following the laws of war. By examining the issue of child soldiers in contemporary armed conflict, the volume establishes a typology of which groups will engage with international actors and follow the laws of war – and which will not. The main aim of the book is to understand the rationality of even the most violent of actors, and to understand when and how armed groups can be encouraged to follow the laws of war. The work draws from extensive primary research conducted among armed groups in Syria and Myanmar, including al-Qaeda, the Islamic State, and the many small ethnic insurgent groups of Myanmar. This book will be of much interest to students of war and conflict studies, security studies, international humanitarian law, and International Relations.

Legitimacy is generally a term that is associated with the state. The term surfaces when there are problems with state legitimacy—when it is lacking or absent. This present volume attempts to think through the relevance of the concept of legitimacy for other political actors than the state. Rebel groups, in the shape of insurgents, terrorists, warlords and guerrillas, are all engaged in a process of claim making as legitimate actors representing certain political agendas and constituencies. We are interested in dissecting the processes of the emergence of legitimacy in contexts of disorder and conflict. Legitimacy is not only a belief or belief system that informs social action, but it is also a practice with a repertoire of legitimacy claiming, reinforcing, copying and emulating elements. Governance provision is an important legitimacy generating activity, just as it has been in the formation of states. The volume, however, points out that there are many more aspects to legitimacy that deserve attention. The contributors draw on a wide variety of cases and in-depth investigation to bring forward individual and micro-level dynamics related to legitimacy claims, as well as bringing forward the often-times problematic role of external actors when it comes to legitimacy and illegitimacy dynamics. This volume searches for pragmatic answers to the problems that continue to beset peacebuilding efforts at all levels of society, with a singular focus on the role of legitimacy. Many peacebuilding efforts are hampered by their inability to gain the support of those they are trying to help at the local level, or those at regional, national or international levels; whose support is necessary either for success at the local level or to translate local successes to wider arenas. There is no one agreed-upon reason for the difficulty in translating peacebuilding from one arena of action to another, but among those elements that have been studied, one that appears understudied or assumed to be unimportant, is the role of legitimacy. Many questions can be asked about legitimacy as a concept, and this volume addresses these questions through multiple case studies which examine legitimacy at local, regional, national and international levels, as well as looking at how legitimacy at one level either translates or fails to translate at other levels, in order to correlate the level of legitimacy with the success or failure of peacebuilding projects and programs The value of this work lies both in the breadth of the cases and the singular focus on the role of legitimacy in peacebuilding.
