It also appeared that the names of a number of supposed witnesses, who had written letters, had been sent by the War Department and Army Headquarters either to the President of the Board or myself, who at that time in this case was merely the Recorder of the Board, with such duties as usually pertain to such office and mere regulation boards, where no law prescribes duties such as are prescribed for him on a court of inquiry.'
