This report assesses the experiences of forest rehabilitation in Vietnam and draws strategic lessons from these experiences to guide new forest rehabilitation projects. The report highlights lessons from Vietnam's experiences that will be helpful beyond the country border. This report has the following structure: the remainder of chpater one provides the conceptual clarification and theoritical underpinnings for the study and introduces the methodology. Chapter two provides background information and context for the outcomes of forest rehabilitation in Vietnam, including basic information on Vietnam, its forest cover, forestry sector and policies that are relevant to forestry and forest rehabilitation. Chapter three gives an overview of forest rehabilitation in Vietnam from its inception in the 1950s until today, as the country carries out its latest nationwide forest rehabilitation effort, the 5 million hectares reforestation project. Chapter four analyses in detail forest rehabilitation project that were analysed in the field study carried out as part of this study. Chapter five draws lessons from the report.

Market globalization and the globalization of environmental concerns have spurred demand for greater international accountability for forest stewardship. In response, a range of multi-lateral governmental and non-governmental initiatives have emerged to redefine the rules of global trade, and demand verification of the legality and/or sustainability of forest products originating from within and outside national boundaries. At the same time there is a lack of transparency and shared understanding about the environmental forest policies that already exist within the world's leading forest producing and consuming countries. In recent decades, globalization and internationalization led to an increase in the number of international regimes attempting to influence national behaviour over many different issues. By using the case of the international forest regime complex this thesis seeks to evaluate how an international organization such as the World Bank and private institutions of forest certification influence domestic forest policy. The cases of Argentina and Armenia were selected as examples of developing countries open to international influences with weak forest sectors that went through a recent administrative restructuring. In so doing this dissertation seeks to answer how do international and transnational organizations influence domestic forest policies? The results show that: the influence of the World Bank in Argentina and Armenia pushed the forest sector towards deregulation; state bureaucracies play an important role in the implementation of transnational regimes at the national level; the political system of federal countries provides multiple institutional access points for policy change that international and transnational regimes try to use in order to influence the domestic level, consequently changing the power balance of the domestic networks.
