Book Description
This edited collection analyzes the appropriate balance between conservation and development and the place for participation and popular protest in environmental assessment. Examining the relationship between law, environmental governance and the regulation of decision-making, this volume takes a reflective and contextual approach, using wide range of theories, to explore the key features of modern environmental assessment. This collection of work from experts in the area in the US and Europe provides a detailed treatment of key issues in environmental assessment, encouraging an appreciation of where environmental assessment has come from and how it could develop in the future. A 'stocktaking' exercise, this volume encompasses a broad range of concerns, timescales and legal and policy contexts. Individual chapters include discussions on: the development of EIA in the United States and Europe the interrelation of environmental assessment with other regulatory regimes (water protection, environmental justice initiatives, the European spatial strategy) the prospects for the digitalization of the environmental assessment process the development and use of environmental impact assessment by the European Commission, the UN/ECE and NGOs. Looking at the roots and current state of environmental assessment in the US and Europe and giving the reader a good sense of the political, scientific and technological settings in which environmental assessment has developed, this book critically examines the dilemmas the law has found itself in since the regulation of environmental assessment.

Book Description
Federal agencies have taken steps to include the public in a wide range of environmental decisions. Although some form of public participation is often required by law, agencies usually have broad discretion about the extent of that involvement. Approaches vary widely, from holding public information-gathering meetings to forming advisory groups to actively including citizens in making and implementing decisions. Proponents of public participation argue that those who must live with the outcome of an environmental decision should have some influence on it. Critics maintain that public participation slows decision making and can lower its quality by including people unfamiliar with the science involved. This book concludes that, when done correctly, public participation improves the quality of federal agencies' decisions about the environment. Well-managed public involvement also increases the legitimacy of decisions in the eyes of those affected by them, which makes it more likely that the decisions will be implemented effectively. This book recommends that agencies recognize public participation as valuable to their objectives, not just as a formality required by the law. It details principles and approaches agencies can use to successfully involve the public.

Book Description
Strategic Environmental Assessment (SEA) may be defined as a set of rules, principles, techniques and tools with the function of supporting the decision making process. The evaluation process is strategically relevant when applying the principles of environmental sustainability to regional and urban planning. SEA is a fundamental instrument for the environmental integration during the elaboration and adoption of plans; SEA offers an opportunity to bring about a real change of attitude and culture at strategic levels into strategic decision-making process; The objective of this study is to analyse the relationships between the various stakeholders and governmental institutions, with the aim of defining in what terms, with reference to regional governance, the theoretical principles of sustainable development (in terms of managing the relationship between natural resources and economic development) can be applied to the planning phases. The main aim is to build a framework for sequential activities in the planning process, of a new model of governance able to relate to different levels of government, from a political level to a local level.

Book Description
Local government is at the forefront of development. In South Africa the ambitious policy objectives of post-apartheid reconstruction and development hinge on the successful creation of a democratic tier of government close to the people. An entirely new system of 'developmental local government' has thus been introduced. As is the case in many developing countries, the responsibilities of municipalities in South Africa have been extended dramatically, often without adequate resources. Managing municipalities for development therefore requires political will and strategic intervention. The book provides a comprehensive introduction to developmental local government. It includes: the design of the new local government system and the issues posed by decentralisation; an overview of specific challenges of urban and rural municipalities; a discussion of special issues facing local government including poverty, gender and environment; new tools for local government, including budgeting, indicators, municipal partnerships and capacity building.
