By taking steps to adapt to and mitigate climate change, the risks to society and the impacts of continued climate change can be lessened. The National Climate Assessment, coordinated by the U.S. Global Change Research Program, is a mandated report intended to inform response decisions. Required to be developed every four years, these reports provide the most comprehensive and up-to-date evaluation of climate change impacts available for the United States, making them a unique and important climate change document. The draft Fourth National Climate Assessment (NCA4) report reviewed here addresses a wide range of topics of high importance to the United States and society more broadly, extending from human health and community well-being, to the built environment, to businesses and economies, to ecosystems and natural resources. This report evaluates the draft NCA4 to determine if it meets the requirements of the federal mandate, whether it provides accurate information grounded in the scientific literature, and whether it effectively communicates climate science, impacts, and responses for general audiences including the public, decision makers, and other stakeholders.

This publication serves as a roadmap for exploring and managing climate risk in the U.S. financial system. It is the first major climate publication by a U.S. financial regulator. The central message is that U.S. financial regulators must recognize that climate change poses serious emerging risks to the U.S. financial system, and they should move urgently and decisively to measure, understand, and address these risks. Achieving this goal calls for strengthening regulators’ capabilities, expertise, and data and tools to better monitor, analyze, and quantify climate risks. It calls for working closely with the private sector to ensure that financial institutions and market participants do the same. And it calls for policy and regulatory choices that are flexible, open-ended, and adaptable to new information about climate change and its risks, based on close and iterative dialogue with the private sector. At the same time, the financial community should not simply be reactive—it should provide solutions. Regulators should recognize that the financial system can itself be a catalyst for investments that accelerate economic resilience and the transition to a net-zero emissions economy. In December 2015, 196 parties to the United Nations Framework Convention on Climate Change (UNFCCC) adopted the Paris Agreement, seen as a decisive landmark for global action to stop human- induced climate change. The Paris Agreement will replace the 1997 Kyoto Protocol which expires in 2020, and it creates legally binding obligations on the parties, based on their own bottom-up voluntary commitments to implement Nationally Determined Contributions (NDCs). The codification of the climate change regime has advanced well, but the implementation of it remains uncertain. This book focuses on the implementation prospects of the Agreement, which is a challenge for all and will require a fully comprehensive burden- sharing framework. Parties need to meet their own NDCs, but also to finance and transfer technology to others who do not have enough. How equity- based and facilitative the process will be, is of crucial importance. The volume examines a broad range of issues including the lessons that can be learnt from the implementation of previous environmental legal regimes, climate policies at national and sub-national levels and whether the implementation mechanisms in the Paris Agreement are likely to be sufficient. Written by leading experts and practitioners, the book diagnoses the gaps and lays the ground for future exploration of implementation options. Violent conflicts today are complex and increasinglyprotracted, involving more nonstate groups and regionaland international actors. It is estimated that by 2030—thehorizon set by the international community for achievingthe Sustainable Development Goals—more than half ofthe world’s poor will be living in countries affected byhigh levels of violence. Information and communicationtechnology, population movements, and climate changeare also creating shared risks that must be managed atboth national and international levels.Pathways for Peace is a joint United Nations–WorldBank Group study that originates from the convictionthat the international community’s attention musturgently be refocused on prevention. A scaled-upsystem for preventive action would save betweenUS$5 billion and US$70 billion per year, which couldbe reinvested in reducing poverty and improving thewell-being of populations.The study aims to improve the way in which domesticdevelopment processes interact with security, diplomacy,mediation, and other efforts to prevent conflictsfrom becoming violent. It stresses the importance ofgrievances related to exclusion—from access to power,natural resources, security and justice, for example—thatare at the root of many violent conflicts today.Based on a review of cases in which prevention hasbeen successful, the study makes recommendations forcountries facing emerging risks of violent conflict aswell as for the international community. Developmentpolicies and programs must be a core part of preventiveefforts; when risks are high or building up, inclusivesolutions through dialogue, adapted macroeconomicpolicies, institutional reform, and redistributive policiesare required. Inclusion is key, and preventive actionneeds to adopt a more people-centered approach thatincludes mainstreaming citizen engagement. Enhancingthe participation of women and youth in decisionmaking is fundamental to sustaining peace, as well aslong-term policies to address the aspirations of womenand young people.

Climate change is one of the greatest challenges of this century. Mitigation requires a large-scale transition to a low-carbon economy. This paper provides an overview of the rapidly growing literature on the role of macroeconomic and financial policy tools in enabling this transition. The literature provides a menu of policy tools for mitigation. A key conclusion is that fiscal tools are first in line and central, but can and may need to be complemented by financial and monetary policy instruments. Some tools and policies raise unanswered questions about policy tool assignment and mandates, which we describe. The literature is scarce, however, on the most effective policy mix and the role of mitigation tools and goals in the overall policy framework.
