Excerpt from Annual Report of the Fire Department, for the Year 1895 There are many localities where the recent growth of population justifies, in the minds of the inhabitants, an appeal for increased fire protection; but I think the present appa ratus adjacent to such localities sufficient to prevent any serious fire, and I do not believe the interests of the city call for any extended addition to the present force; but I do Strongly recommend such strengthening of the present depart ment as'i have already suggested; for, with these additions and improvements, 'we will, I think, be justified in'hoping' for continued good fortune if citizens will do their part by giving us promptly the first alarm; and in my Opinion the interests of all call for perfection of the present force rather than for more extension. Excerpt from Eighteenth Annual Report of the Fire Department, for the Year Ending December 31, 1890 The present plan of running the wires of various electrical systems through our streets is one of the most formidable of the problems with which the department has to contend, and its complications are constantly increasing. While these sys tems have become institutions that we cannot spare, a further regulation of them is required in order to secure the greatest good of the greatest number. Electric wires are not only active agents in causing fires, but they also frequently em barrass the efforts of the department to extinguish them. Some of these lines are so thickly run in front of buildings as to rende1 it almost impossible to raise ladders for ventila tion, ca1rying up hose, 01 saving life. In a number of cases these lines were established before the buildings were erected, and the resultant relations ale unfo1tunate. It might be a proper question of public policy to inquire whether in many such instances the wires might not be carried over the build ings, instead of alongside, until such time as the city shall get ready to order the wi1es underground. The creation of the new bureau for the inspection of wires and the appoint ment of an efficient head will probably greatly improve the present conditions; but it is doubtful whether the Inspector has yet sufficient authority to make as thorough a regulation as the Situation demands.
