Excerpt from Annual Report of the Bureau of Vital Statistics of the North Carolina State Board of Health, 1931 The Bureau of Vital Statistics was created by: an Act of the General Assembly of 1913 which made the State Board of Health the custodian of all records of births and deaths, and the Secretary of the State Board of Health, by virtue of his office, State Registrar of Vital Statistics. The law went into force on July 1, 1913, but the collection of birth and death records did not start until the following October. The first annual report published by the Bureau of Vital Statistics related to 1914. Reports have been published for every year since, with the exceptions of 1918 and 1919, although the 1920 and 1921 reports consisted of only a few tables in the Health Bulletin.
