Because the Eastern European and Central Asian states' populations are so highly urbanised - 300 million of the region's 450 million people live in cities - the importance of the urban dimension to the poverty and inequality that has developed with transition is paramount. Urban poverty is an area that requires increased attention by both the governments of the region and the World Bank. A main objective of this report is to trace the historical circumstances that affect the way cities in transition economies function. In order for urban policy to contribute to sustainable growth and poverty alleviation, these circumstances need to be clearly understood. This paper considers the principal concerns for city management that are implied by these unique urban problems. It asks what the leadership of cities can do address and reverse the deterioration of living standards in urban areas, and thereby avoid social and environmental conditions similar to or even worse than those seen in the large urban areas in the developing world. There are three systemic issues that urban policies in transition economies must address. They are: allocating resources efficiently; managing social welfare safety nets; and building strong local democratic institutions. The report provides proposals for action and identifies priorities and strategies for the region and for the World Bank.

As German troops entered Paris following their victory in June 1940, the American journalist William L. Shirer observed that they carried cameras and behaved as "naïve tourists." One of the first things Hitler did after his victory was to tour occupied Paris, where he was famously photographed in front of the Eiffel Tower. Focusing on tourism by German personnel, military and civil, and French civilians during the war, as well as war-related memory tourism since, War Tourism addresses the fundamental linkages between the two. As Bertram M. Gordon shows, Germans toured occupied France by the thousands in groups organized by their army and guided by suggestions in magazines such as Der Deutsche Wegleiter fr Paris [The German Guide for Paris]. Despite the hardships imposed by war and occupation, many French civilians continued to take holidays. Facilitated by the Popular Front legislation of 1936, this solidified the practice of workers' vacations, leading to a postwar surge in tourism. After the end of the war, the phenomenon of memory tourism transformed sites such as the Maginot Line fortresses. The influx of tourists with links either directly or indirectly to the war took hold and continues to play a significant economic role in Normandy and elsewhere. As France moved from wartime to a postwar era of reconciliation and European Union, memory tourism has held strong and exerts significant influence across the country.

In August 1952, the distinguished British scientist Sir Jack Drummond, alongside his wife, Lady Ann, and their ten-year-old daughter, Elizabeth, was brutally murdered on a roadside in rural France. Subsequent enquiries coupled with widespread doubts and misgivings prompted President de Gaulle to order his release from prison in 1960, and by the 1980s many in France came to believe--against all evidence--that Gaston Dominici was innocent. He had become a romanticized symbol of a simpler, genuine, and somehow more honest life from a bygone era. Reconstructing the facts of the case and setting it against broader social, economic, and historical currents in post-war France, The Dominici Affair sheds light on one of the most puzzling and notorious crimes of 20th Century France, illuminating an entire Rorschach of social dynamics in the country.
