This paper addresses the basic question of why Soviet decisionmakers make the strategic arms decisions they do by examining the nature of those decisions, assessing the capabilities and limitations of such analyses, and suggesting ways to enhance their usefulness to policymakers. The importance of providing 'answers' to policymakers in this highly complex and data-poor field generates a particular need for analysts to maximize the use of available data and to be aware of the analytical assumptions they bring to the task. Therefore, it is suggested that multiple-approach analyses would be more useful than the reliance on a single analytic view. Three approaches that might be pursued in juxtaposition in examining individual Soviet strategic arms decisions are presented. These are the rational strategic actor approach, the pluralistic approach, and the national leadership approach. The first two decision-making approaches basically reflect two broad schools of thought on the Soviet-US strategic arms relationship that stress, alternatively, responsiveness to the international threat and internal bureaucratic and organizational processes as shapers of strategic arms programs. The third approach represents a middle ground between them that has not been emphasized heretofore. These three approaches are put forth without extensive elaboration or refinement to give an initial indication of the possibility and the utility of juxtaposing discrete sets of analytic assumptions in addressing the whys and wherefores of a particular Soviet strategic arms decision.

With sweeping changes in the Soviet Union and East Europe having shaken core assumptions of U.S. defense policy, it is time to reassess basic questions of American nuclear strategy and force requirements. In a comprehensive analysis of these issues, Charles Glaser argues that even before the recent easing of tension with the Soviet Union, the United States should have revised its nuclear strategy, rejecting deterrent threats that require the ability to destroy Soviet nuclear forces and forgoing entirely efforts to limit damage if all-out nuclear war occurs. This paper, which is included as a chapter in [U.S.-Soviet Relations: The Next Phase] (Cornell University Press, 1986), analyzes the nuclear arms control dimension of U.S.-Soviet relations as it enters a new phase. It reviews the developments and forces that led to the present impasse, discusses the nuclear arms agenda before the leaderships of the two states, and considers the prospects for future agreements. It includes an analysis of the Soviet and American arms control proposals of October and November 1985 and discusses prospects for agreement in the light of congruent and divergent aspects of the two proposals. The authors suggest that an arrangement between the superpowers that provided the Soviet Union with assurances against a U.S. strategic defensive breakout during the lifetime of any new far-reaching arms reduction treaty might facilitate conclusion of such an agreement. Constraints on flight testing might slow down the pace of the Strategic Defense Initiative (SDI), depending on precisely where the line was drawn between permitted research and forbidden testing and for how long. However, in the context of a new treaty reducing nuclear offensive arms, continued U.S. conduct of a vigorous SDI research program within agreed constraints would provide the Soviet Union with strong additional incentives to comply more punctiliously than it has in the past with treaty provisions.
