Peru is the most interesting model of justice and development in Latin America today. To analyze the sociopolitical progress of this nation, David Chaplin has gathered together and edited this interdisciplinary collection of essays. Peru's development is unique for several reasons. First, it has shown that a military force that was trained largely by the United States can employ its professional expertise not to remain a well-behaved ally but to pull off a genuinely radical nationalist revolution even at the expense of various interests of its "benefactor." Second, Peru has proven that successful economic development need be neither capitalist nor Social-ist. Peruvian Nationalism contains major papers by leading Peruvianists on the 1960s and on the current revolutionary military regime. The temporal focus is on the current (post-1968) revolutionary military government, with background material covering the early 1960s. Contributors are all social scientists -- including American, Italian and Peruvian writers -- who have carried outfield research in Peru. The primary focus of this volume is the radical change being carried out by the current military structure. Relevant background topics include: Peru's sociopolitical structure during the 1960s, especially under the Belaunde regime, with particular attention to peasant movements and agrarian reform; a reassessment of the pre-1968 golpe (coup de'etat) behavior of former military governments; an analysis of the uniquely radical ideology and concrete reforms of the current military government. This social science reader on Peru is a scholarly as well as sympathetic treatment of Peru's national and local politics, social structure, agrarian and tax reform and peasant movements. The editor has provided an extensive introduction and index and has also included a thorough bibliography of publications on Peru since 1960.

This is a sociological analysis of change and mobility in the labor force of thirteen of the largest textile factories in Peru. The book explores demographic and social variables such as age, sex, birthplace, migration, seniority, current and former occupations, and employment status as possible indices of rationality in the Peruvian labor market. There are two especially striking empirical findings: the Peruvian textile industry has not been plagued by the high levels of labor turnover generally assumed to be inevitable in underdeveloped countries; since 1955 women are being shut out of better-paying manufacturing jobs because of welfare laws that make them more expensive to employ than men. Rising densities of human settlements, migration and transport to reduce distances to market, and specialization and trade facilitated by fewer international divisions are central to economic development. The transformations along these three dimensions density, distance, and division are most noticeable in North America, Western Europe, and Japan, but countries in Asia and Eastern Europe are changing in ways similar in scope and speed. For the first time in the republican history of Peru, the presidential transition takes place in democracy, social peace, fast economic growth and favorable world markets. In other words, there has never been a better chance to build a different Peru - a richer country, more equal and governable. There are multiple ways to achieve that goal. New reforms must stem from a widespread and participatory debate, one of a common vision conceived for and by Peruvians. With very few exceptions, industrial development has been central to the process of structural transformation which characterises economic development. Industrial Development for the 21st century examines the new challenges and opportunities arising from globalization, technological change and new international trade rules. The first part focuses on key sectors with potential for developing countries, focussing on two key themes. First, traditional points of entry for late industrializers - like textiles and clothing - have become even more intensely competitive than ever before, requiring more innovative adaptive strategies for success. Second, countries now recognize that manufacturing does not exhaust the opportunities for producing high value-added goods and services for international markets. Knowledge intensity is increasing across all spheres of economic activity, including agriculture and services, which can offer promising development paths for some developing countries. The final section addresses social and environmental aspects of industrial development. Labour-intensive, but not necessarily other patterns of industrial development can be highly effective in poverty reduction though further industrial progress may be less labour-intensive. A range of policies can promote industrial energy and materials efficiency, often with positive impacts on firms' financial performance as well as the environment. Promoting materials recycling and reuse is an effective, if indirect means of conserving resources. Finally, the growth of multinational interest in corporate social responsibility is traced, with consideration given to both the barriers and opportunities this can pose for developing country enterprises linked to global supply chains.
