Las técnicas de simulación se realizan con modelos de absoluta precisión y exactitud que permiten estudiar y predecir el impacto y los efectos de una política sobre una muestra de individuos, familias o empresas representativa de la población total. Este libro presenta la microsimulación como técnica de evaluación de las políticas públicas, al mismo tiempo que propone una revisión razonada de los recientes avances. Una conclusión común es que, gracias a un modelo de microsimulación, es posible identificar la mejor política de redistribución posible (en el sentido de maximizar una determinada función de bienestar social). De manera general, mediante el uso de esta técnica es posible hacer complementarios los enfoques macro de equilibrio económico general y micro de simulación de los comportamientos individuales. This report is a technical analysis of government spending data on food and agriculture during 2004–2018 in 13 sub-Saharan African countries – Benin, Burkina Faso, Burundi, Ethiopia, Ghana, Kenya, Malawi, Mali, Mozambique, Rwanda, Senegal, Uganda and the United Republic of Tanzania. It analyses the level of public expenditure, including budget execution, source of funding and decentralized spending, as well as the composition of expenditure, including on producer or consumer support, research and development, infrastructure and more to reveal the trends and challenges that countries are facing. It also delves into the relationship between the composition of public expenditure and agricultural performance.As a way forward for future policymaking, the report offers a set of recommendations to strengthen policy monitoring systems and data generation for effective public investments in food and agriculture.The report is produced by the Monitoring and Analysing Food and Agricultural Policies (MAFAP) programme at FAO in collaboration with MAFAP country partners.

Public support mechanisms for agriculture in many cases hinder the transformation towards healthier, more sustainable, equitable, and efficient food systems, thus actively steering us away from meeting the Sustainable Development Goals and targets of the Paris Agreement. This report sets out the compelling case for repurposing harmful agricultural producer support to reverse this situation, by optimizing the use of scarce public resources, strengthening economic recovery from the COVID-19 pandemic, and ultimately driving a food systems transformation that can support global sustainable development commitments. The report provides policymakers with an updated estimate of past and current agricultural producer support for 88 countries, projected up until 2030. The trends emerging from the analysis are a clear call for action at country, regional and global levels to phase out the most distortive, environmentally and socially harmful support, such as price incentives and coupled subsidies, and redirecting it towards investments in public goods and services for agriculture, such as research and development and infrastructure, as well as decoupled fiscal subsidies. Overall, the analysis highlights that, while removing and/or reducing harmful agricultural support is necessary, repurposing initiatives that include measures to minimize policy trade-offs will be needed to ensure a beneficial outcome overall. The report confirms that, while a few countries have started repurposing and reforming agricultural support, broader, deeper, and faster reforms are needed for food systems transformation. Thus, it provides guidance (in six steps) on how governments can repurpose agricultural producer support – and the reforms this will take.
