In recent years, a great deal has been written on the topic of aggression; another book on the same topic might seem superfluous at this time. However, the present volume is not just-or even primarily-about aggres sion. It is, rather, a book on anger. Anger and aggression are closely related phenomena, and it is not possible to discuss one without the other. Yet, not all anger is aggressive, nor can all aggression be attributed to anger. Therefore, somewhat different considerations apply to each. Even more importantly, the type of theoretical generalizations one can make differs depending upon whether the primary focus is on anger or aggression. The present volume is subtitled "an essay on emotion." This indicates that the generalizations to be drawn have more to do with emotional responses (e.g., grief, love, envy, etc.) than with various forms of aggression (e.g., riots, war, crimes of violence, etc.). Stated somewhat differently, anger is here being used as a paradigm case for the study of emotion, not for the study of aggression.

YOU have demanded of me, Novatus, that I should write how anger may be soothed, and it appears to me that you are right in feeling especial fear of this passion, which is above all others hideous and wild: for the others have some alloy of peace and quiet, but this consists wholly in action and the impulse of grief, raging with an utterly inhuman lust for arms, blood and tortures, careless of itself provided it hurts another, rushing upon the very point of the sword, and greedy for revenge even when it drags the avenger to ruin with itself. The period since 1989 has been marked by the global endorsement of open markets, the free flow of finance capital and liberal ideas of constitutional rule, and the active expansion of human rights. Why, then, in this era of intense globalization, has there been a proliferation of violence, of ethnic cleansing on the one hand and extreme forms of political violence against civilian populations on the other? Fear of Small Numbers is Arjun Appadurai’s answer to that question. A leading theorist of globalization, Appadurai turns his attention to the complex dynamics fueling large-scale, culturally motivated violence, from the genocides that racked Eastern Europe, Rwanda, and India in the early 1990s to the contemporary “war on terror.” Providing a conceptually innovative framework for understanding sources of global violence, he describes how the nation-state has grown ambivalent about minorities at the same time that minorities, because of global communication technologies and migration flows, increasingly see themselves as parts of powerful global majorities. By exacerbating the inequalities produced by globalization, the volatile, slippery relationship between majorities and minorities foments the desire to eradicate cultural difference. Appadurai analyzes the darker side of globalization: suicide bombings; anti-Americanism; the surplus of rage manifest in televised beheadings; the clash of global ideologies; and the difficulties that flexible, cellular organizations such as Al-Qaeda present to centralized, “vertebrate” structures such as national governments.
