Three things became obvious: (1) most departments already have some sort of alternative funding in place; (2) any thought of implementing a comprehensive impact fee program will probably have to include other community services; (3) the legal and political ramifications need to be assessed well in advance of any implementation. Executive fire officers would be well served by taking the time to investigate all of the alternative funding sources. It could result in a higher level of service to the community.
