Ce systeme d'aide a la decision repose sur le paradigme de la rationalite limitee et les concepts de transversalite et de reactivite plutot que sur l'approche technico-rationnelle pour la resolution des problemes. L'objectif est d'ameliorer l'efficacite du processus de decision plutot que son efficience. Aussi, on ne pretend pas remplacer la pensee ni l'action des membres.
