Agroecology is rooted in agricultural heritage systems based on small-scale food producers from all food sectors (pastoralism, fisheries, forestry and agriculture). It contributes to building resilient food systems, starting with greater integration of biodiversity into agricultural production systems and landscapes. By diversifying production, agroecology also contributes to diversified and healthy diets. It replaces costly external inputs with the management of local biodiversity and ecosystem services based on the combined knowledge of family farmers and science creating more resilient communities including by creating off-farm job opportunities. Also, it is based on context-specific design and organization, of crops, livestock, farms, landscapes local culture and knowledge. In a recent survey of European economic growth since 1950, Crafts and Toniolo (2008) conclude that incentive structures are a crucial explanator of comparative growth rates of the economies of east and west Europe. Pre-empting that, a 2006 report on trade performance and policies in Eastern Europe and Central Asia included as one of its key recommendations the need to reduce the mean and variance of the tariff equivalents of trade barriers, and in particular to reduce unilaterally the policy regimes' anti-export bias, especially in countries exporting primary products (Broadman 2006). To progress such reform in Europe's transition economies efficiently and effectively, and to see how recent policies line up with those of the European Union (EU), requires better information on the extent of reform during the past two decades and of current policy influences on incentives within and between sectors. Immediately prior to their transition to market economies, policies in the region greatly distorted producer and consumer incentives, especially for agricultural products. Those distortions have been reduced substantially in several countries, but large variations remain across the region and distortions appear to be growing again in some countries. Now is thus an opportune time to examine how policies affecting agriculture are evolving in this region, including as part of the adjustment to EU accession for ten of the transition economies in the region.

Thirty years have elapsed since the fall of communist governments in Eastern Europe and the Soviet Union. The collapse of political structures took with it regimes of highly administered management of agri-food systems. The shift from state management to markets has been generally known as the agricultural transition. The term is most frequently used in reference to the former Soviet Union and Eastern Europe, but key features of a move from dominant state intervention to greater reliance on markets characterized reforms in China after 1978, Vietnam in 1986 and thereafter, and many countries in Africa south of the Sahara during the years of structural adjustment in the 1990s. The policy reforms that constitute an agricultural transition are intrinsically difficult and made even more so when undertaken under conditions of crisis-induced chaos. Lessons from countries that have undergone the process might be of use, either as guidance or cautionary notes, to leaders and civil society groups in countries such as Venezuela that may be embarking on a transition or swept into one by circumstance. The paragraphs below attempt to summarize lessons from the early transition in Russia, Central Asia, and Eastern Europe in the 1990s.
