Among the 17 Sustainable Development Goals (SDGS), SDG 1 envisages end of poverty in all its forms everywhere and SDG 2 envisages zero hunger and achieve food security and improved nutrition and promote sustainable agriculture. In order to achieve the SDGs 1 and 2, Govt. of India has launched different agricultural and horticultural scheme to protect the loss of farmers. While a considerable amount of literature has been produced in the past decades on the overall experience of using partial credit guarantee schemes (PCGS) to overcome the credit gap in developing agriculture, what is still lacking nowadays is a structured and rigorous empirical evidence demonstrating the concrete impact of PCGS specifically established to unlock financing for agricultural SMEs. Most case studies available today only provide a descriptive analysis of the results, constraints and features of agriculture-specific PCGS, while lacking an impact evaluation approach (either fully experimental or quasi/non-experimental) whose findings could also be used to properly inform the design of future facilities and related policies. This working paper has been developed to assist in overcoming the current gap in empirical data on the impact of agricultural PCGS, by providing interested readers (whether policymakers, the academia, development agencies, or other stakeholders) with key information on technical and operational aspects of impact evaluations of credit guarantee schemes in agriculture, as well as recommendations on the feasibility of carrying out such evaluations with the aim of generating evidence on a more systematic basis. The hope is that public stakeholders interested in carrying out a proper impact evaluation of an agriculture-focused guarantee scheme can use the materials provided by this publication as a reference point for their work.

Foreign direct investment in agriculture and land has increased substantially since the 2007–2008 food price crisis. However, there is a severe lack of quantitative evidence on its economic impact. Therefore, the primary goal of this study was to collect and analyze empirical evidence, in order to better understand the potential benefits and pitfalls of such investments and related processes of agricultural commercialization. In particular, the study tests the effect of two strategies for including smallholder farmers into modern food supply chains: 1. Outgrower schemes, i.e. a type of contract farming whereby small-scale farmers produce crops for large-scale farming enterprises 2. Wage employment on large-scale estates The central part of the study looks at one specific investment project in the Zambian sugar cane sector. This sectoral focus was supplemented by a broader, cross sectoral analysis of a large, nationally representative panel survey. Overall, the evidence suggests that large-scale investments by foreign as well as domestic companies, and especially the model of cooperation with smallholder farmers in outgrower schemes, can indeed have positive and significant effects on the income and wealth of rural households.
