Is corruption an inevitable part of the transition to a free-market economy? Yan Sun here examines the ways in which market reforms in the People's Republic of China have shaped corruption since 1978 and how corruption has in turn shaped those reforms. She suggests that recent corruption is largely a byproduct of post-Mao reforms, spurred by the economic incentives and structural opportunities in the emerging marketplace. Sun finds that the steady retreat of the state has both increased mechanisms for cadre misconduct and reduced disincentives against it. Chinese disciplinary offices, law enforcement agencies, and legal professionals compile and publish annual casebooks of economic crimes. The cases, processed in the Chinese penal system, represent offenders from party-state agencies at central and local levels as well as state firms of varying sizes and types of ownership. Sun uses these casebooks to illuminate the extent and forms of corruption in the People's Republic of China. Unintended and informal mechanisms arising from corruption may, she finds, take on a life of their own and undermine the central state's ability to implement its developmental policies, discipline its staff, enforce its regulatory infrastructure, and fundamentally transform the economy.

One country, two systems is a concept not uniquely reserved for post-1997 Hong Kong. Historically, the territory has thrived on being simultaneously part of China and the world. Using a wide variety of previously unavailable sources, Hong Yung Lee offers a theoretical and historical perspective on China's ruling elite, examining their politics and the bureaucratic system in which they participate. He traces the evolution of these cadres from the guerrilla fighters who first joined the communist movement and founded the new regime in 1949 to the technocratic specialists who wield power today. In the revolution, communist leaders built a peasant-based party organization whose members were largely recruited from uneducated poor peasants and hired laborers. Even after they became the founders of a new regime, their rural orientation and revolutionary experiences continued to affect the political process. Lee shows how the requirements of modernization compelled the state to replace the revolutionary cadres with bureaucratic technocrats. Selected from the postliberation generation, the new leaders are more committed to problem-solving than to socialism. Despite uncertainties in the immediate future, this elite transformation signifies an end to modern China's revolutionary era. Lee argues that it seems only a matter of time before China will have a bureaucratic-authoritarian regime led by technocrats possessing a managerial perspective and a pragmatic economic orientation.
