This publication is the second in a series of lessons learned reports which examine how the U.S. government and Departments of Defense, State, and Justice carried out reconstruction programs in Afghanistan. In particular, the report analyzes security sector assistance (SSA) programs to create, train and advise the Afghan National Defense and Security Forces (ANDSF) between 2002 and 2016. This publication concludes that the effort to train the ANDSF needs to continue, and provides recommendations for the SSA programs to be improved, based on lessons learned from careful analysis of real reconstruction situations in Afghanistan. The publication states that the United States was never prepared to help create Afghan police and military forces capable of protecting that country from internal and external threats. It is the hope of the Special Inspector General for Afghanistan Reconstruction (SIGAR), John F. Sopko, that this publication, and other SIGAR reports will create a body of work that can help provide reasonable solutions to help United States agencies and military forces improve reconstruction efforts in Afghanistan. This book examines the evolution, impact, and future prospects of the Security Sector Reform (SSR) model in conflict-affected countries in the context of the wider debate over the liberal peace project. Since its emergence as a concept in the late 1990s, SSR has represented a paradigm shift in security assistance, from the realist, regime-centric, train-and-equip approach of the Cold War to a new liberal, holistic and people-centred model. The rapid rise of this model, however, belied its rather meagre impact on the ground. This book critically examines the concept and its record of achievement over the past two decades, putting it into the broader context of peace-building and state-building theory and practice. It focuses attention on the most common, celebrated and complex setting for SSR, conflict-affected environments, and comparatively examines the application and impacts of donor-supported SSR programing in a series of conflict-affected countries over the past two decades, including Afghanistan, Sierra Leone, the Democratic Republic of Congo, East Timor and Bosnia-Herzegovina. This book critically analyzes the European Union’s role in Security Sector Reform (SSR), a topical issue with regards to European security. While the literature on SSR has increased significantly in the past decade, too little remain in the way of comparative analyses of SSR case studies that are geared toward theory development. This collection strives to push the SSR literature in that direction. One key question it focuses on is whether the EU pursues a holistic approach vis-à-vis SSR. Another question the book addresses is why and how the EU activities towards SSR in conflict management, peacebuilding and statebuilding have produced a wide variety of outcomes that range from the failure to reform any or all of the sub-set of security sectors (police, justice, military, etc.) to complete and integrated reform. This edited volume empirically maps and theorises NATO-ISAF’s contribution to peacebuilding and reconstruction in Afghanistan. The book provides a contextual framework of the NATO participation in Afghanistan; it offers an outline of the security situation in Afghanistan and discusses geopolitical, historical, and military factors that are related to it. It argues that a general underlying factor is that although the stated goals of the Afghanistan mission may be similarly formulated across the ISAF coalition, that are a great number of differences in the nature of coalition members’ political calculations, and share of the burden, and that this induces a dynamic of alliance politics that state actors attempt to either mitigate, navigate, or exploit - depending on their interests and views. The book asks why there are differences in countries’ share of the burden; how they manifest in different approaches; and how the actual performance of different members of the coalition ought to be assessed. It argues that understanding this offers clues as to what does not work in current state-building efforts, beyond individual countries’ experiences and the more general critique of statebuilding philosophy and practice. This book answers key questions through a series of case studies which together form a comparative study of national contributions to the multilateral mission in Afghanistan. In so doing, it provides a uniquely sensitive analysis that can help explain coalition contributions from various countries. It will be of great interest to students of Afghanistan, Asian politics, peacebuilding, statebuilding, war and conflict studies, IR and Security Studies generally.
