The inauguration represented a resolution of an election dispute that consumed Afghan and U.S. official attention from April to September. The results of the April 5, 2014, first round of the election required a June 14 runoff between Dr. Abdullah Abdullah and Ghani. The runoff increased ethnic tensions between Pashtuns, Afghanistan's largest group represented by Ghani, and the second-largest group, the Tajiks, with whom Abdullah is identified. Amid accusations by Abdullah of a fraud-inspired large increase in turnout between the two rounds, preliminary results released July 7 showed Ghani ahead 56% to 44%. Secretary of State John Kerry visited Afghanistan twice to broker an agreement by the two candidates that tamped down threats by faction leaders loyal to Abdullah to seize power by force. The two contenders agreed to a recount of all 23,000 ballot boxes and to the formation of a post-election unity government under which the losing candidate will become "Chief Executive Officer" (CEO) of the government. The CEO is to function as a prime minister, pending a subsequent national deliberation over changing the constitution to create a formal prime ministerial post. On September 21, the two candidates formally signed the power-sharing agreement and Ghani was announced as election winner. However, a November 2007 Bush Administration review of U.S. efforts in Afghanistan reportedly concluded that overall progress was inadequate. This mirrors recent outside studies that contain relatively pessimistic assessments, emphasising a growing sense of insecurity in areas previously considered secure, increased numbers of suicide attacks, and increasing aggregate poppy cultivation, as well as increasing divisions within the NATO alliance about the relative share of combat among the nations contributing to the peacekeeping mission. Both the official U.S. as well as outside assessments are increasingly pointing to Pakistan as failing -- either through lack of attention or eliberatestrategy -- to prevent Taliban commanders from operating from Pakistan. To try to gain momentum against the insurgency, the United States is considering new initiatives including adding U.S. troops to the still combat-intense south, possibly assuming U.S. command of the southern sector, and increasing direct U.S. action against Taliban concentrations inside Pakistan. Politically, the Afghan government remains reasonably stable. The post-Taliban transition was completed with the convening of a parliament in December 2005; a new constitution was adopted in January 2004, successful presidential elections were held on October 9, 2004, and parliamentary elections took place on September 18, 2005. The parliament has become an arena for factions that have fought each other for nearly three decades to debate and peacefully resolve differences, as well as a centre of political pressure on President Hamid Karzai. Presidential elections are to be held in the fall of 2009, with parliamentary and provincial elections to follow one year later. To help stabilise Afghanistan, the United States and partner countries are deploying a 47,000 troop NATO-led International Security Assistance Force (ISAF) that now commands peacekeeping throughout Afghanistan, including the restive south. The 2001 invasion of Afghanistan by United States and coalition forces was followed by a flood of aid and development dollars and “experts” representing well over two thousand organizations—each with separate policy initiatives, geopolitical agendas, and socioeconomic interests. This book examines the everyday actions of people associated with this international effort, with a special emphasis on small players: individuals and groups who charted alternative paths outside the existing networks of aid and development. This focus highlights the complexities, complications, and contradictions at the intersection of the everyday and the geopolitical, showing how dominant geopolitical narratives influence daily life in places like Afghanistan—and what happens when the goals of aid workersor the needs of aid recipients do not fit the narrative. Specifically, this book examines the use of gender, “need,” and grief as drivers for both common and exceptional responses to geopolitical interventions.Throughout this work, Jennifer L. Fluri and Rachel Lehr describe intimate encounters at a microscale to complicate and dispute the ways in which Afghans and their country have been imagined, described, fetishized, politicized, vilified, and rescued. The authors identify the ways in which Afghan men and women have been narrowly categorized as perpetrators and victims, respectively. They discuss several projects to show how gender and grief became forms of currency that were exchanged for different social, economic, and political opportunities. Such entanglements suggest the power and influence of the United States while illustrating the ways in which individuals and groups have attempted to chart alternative avenues of interaction, intervention, and interpretation.
