OBJECTIVES: Government and workers and employers' organisations capacity strengthened to prepare and implement the affirmative action policy set out in legislation eliminating discrimination based on gender, race, and disability in employment and occupation. FINDINGS:: The evaluation found that an important political commitment at the highest level had ensured the finalisation of anti-discrimination policies and promoted the creation of a Commission to launch sensitization activities and to sustain the work. The social partners had understood the concept of "affirmative action" and their participation in the activities had increased. Implementation and administrative delays were caused by staff turnover and the national staff's lack of organizational skills. RECOMMENDS: Project managers try to ensure staff recruitment procedures are in place to avoid unnecessary delays in implementation of the activities. Training to strengthen the national staff's organizational skills. LESSONS LEARNED: When unforeseen staff transfers occur during implementation, project staff should delegate only minor tasks concerning the project to others. This will reduce delays in implementation caused by the recruitment and training of replacements.
