"The verdict was delivered around 3:15 p.m. on April 29, 1992. People were enraged. Despite video showing Sergeant Stacey Koon and Officers Laurence Powell, Timothy Wind, and Theodore Briseno beating an unarmed African American motorist, a mostly White jury failed to convict the officers of the assault and excessive use of force against Rodney King. Within minutes, large crowds mobilized in and around the city of Los Angeles. For the next several days, the Los Angeles metropolitan area was teeming with assaults, looting, arson, and even murder. President H. W. Bush addressed the nation two days after the protests began.1 He focused on the "incidents of random terror and lawlessness." He argued that what was taking place was "not about civil rights. . .. It's not a message of protest. It's been the brutality of a mob, pure and simple." President Bush's focus on the property damage and violence was an effort to delegitimize the protesters' grievances. It was an attempt to justify the mobilization of thousands of law enforcement agents to Los Angeles. 2 He gave an extensive description of the law and order measures that were being deployed in response to the protests, and he only briefly discussed of how he planned to address the grievances that incited the protest. They have no established definition but, considered in relation to one another, they can embrace a wide variety of more specific concepts that address the ways in which human society causes, exacerbates or fails to prevent social divisions or injustices. This book captures the sense in which any conceptualisation of disadvantage is concerned with the consequences of processes by which relative advantage has been selectively conferred or attained. Based upon a large body of factual information,a critical view of the cognitive skills and potentials of young people in the United States in the 1980s. The data is analyzed using the most current statistical techniques and discussed from a broad psychological, sociological and educational perspective. The respondents to the survey were obtained by direct visits to households, not through convenient institutional sources, therefore allowing for a representative national sample. As such, the study typifies a complete cross-section of America's youth both in and out of school. The young people included in the sample were administered the ASVAB, a test battery which consists of ten separately timed and scored tests which assess a wide range of knowledge and skills from English-language reading and vocabulary, through secondary school mathematics understanding and quantitative competance, to quite specific vocational knowledge in technical fields. Differences in the profiles across the ten tests provide some of the more interesting results of the analysis.

In studies of inter-organizational relations (lOR's), there is a tendency to look at dyads of flrms, and to consider networks as aggregates of such dyads. But there are several roles for a third party; a go-between. This chapter looks at a go-between not in the sense of a middleman who intermediates in existing production or trade, such as an agent, wholesaler, retailer, and not in the sense of an entrepreneur who intermediates in the realization of new potential in connecting supply and demand. It looks at a go between in the sense of a relationship counsellor for the development and maintenance of social capital; providing support in setting up, adapting and ending cooperative relations between others. Or, in yet different terms: to help in the embedding of relati ons, in Granovetter's (1985) sense (Uzzi 1997a). Such roles may be performed by middlemen or entrepreneurs, but also by specialized agents who do not playa direct role in linking stages in a chain of production and distribution, as middlemen and entrepreneurs typically do. Indeed, some of the roles require an independence that is served by not having a direct stake in the relations that need to be developed. I propose that the analysis yields a perspective for looking at the roles of trade and industry associations in European business systems, and of banks and trading houses in Japanese enterprise groups (Kigyo Shudan).
