Book Description
The main purpose of the Accountability Mechanism of the Asian Development Bank (ADB) is to provide people adversely impacted by ADB-assisted projects with a forum for airing grievances that may have inadvertently arisen as a result of project operations, and seeking appropriate redress. However, few people understand that the mechanism benefits ADB as much as it does project beneficiaries. By ultimately improving project quality, operation of the Accountability Mechanism prevents numerous adverse impacts from occurring altogether. This report summarizes Accountability Mechanism operations during 2013 within the context of specific ADB-assisted projects. This approach provides readers unfamiliar with the mechanism with an easily understandable introduction to its operations. More importantly, the report’s focus on real-world examples allows project beneficiaries and their representatives, nongovernment organizations, government agencies, and even ADB staff members to understand how they may best benefit from its use.

Book Description
Thirty years of Ä?ổi Má»›i (economic renovation) reforms have catapulted Vietnam from the ranks of the world’s poorest countries to one of its great development success stories. Critical ingredients have been visionary leaders, a sense of shared societal purpose, and a focus on the future. Starting in the late 1980s, these elements were successfully fused with the embrace of markets and the global economy. Economic growth since then has been rapid, stable, and inclusive, translating into strong welfare gains for the vast majority of the population. But three decades of success from reforms raises expectations for the future, as aptly captured in the Vietnamese constitution, which sets the goal of “a prosperous people and a strong, democratic, equitable, and civilized country.†? There is a firm aspiration that by 2035, Vietnam will be a modern and industrialized nation moving toward becoming a prosperous, creative, equitable, and democratic society. The Vietnam 2035 report, a joint undertaking of the Government of Vietnam and the World Bank Group, seeks to better comprehend the challenges and opportunities that lie ahead. It shows that the country’s aspirations and the supporting policy and institutional agenda stand on three pillars: balancing economic prosperity with environmental sustainability; promoting equity and social inclusion to develop a harmonious middle- class society; and enhancing the capacity and accountability of the state to establish a rule of law state and a democratic society. Vietnam 2035 further argues that the rapid growth needed to achieve the bold aspirations will be sustained only if it stands on faster productivity growth and reflects the costs of environmental degradation. Productivity growth, in turn, will benefit from measures to enhance the competitiveness of domestic enterprises, scale up the benefits of urban agglomeration, and build national technological and innovative capacity. Maintaining the record on equity and social inclusion will require lifting marginalized groups and delivering services to an aging and urbanizing middle-class society. And to fulfill the country’s aspirations, the institutions of governance will need to become modern, transparent, and fully rooted in the rule of law.

Book Description
The private sector contributes to economic development by generating jobs and incomes, as well as through investments, new technologies, knowledge transfer, and enhanced productivity. This is particularly true in Asia and the Pacific, where much of the recent success in reducing poverty has been due to robust economic growth stimulated by the private sector. The development challenges and investment needs of the region remain large and diverse. The Asian Development Bank (ADB) helps address these challenges and investment needs by assisting the private sector through the Private Sector Operations Department. This fifth annual report on the development effectiveness of ADB's private sector operations reviews how the Private Sector Operations Department has contributed to promoting ADB's development effectiveness agenda. The report features the direct and indirect impact of private sector assistance. It considers the value added by this assistance, highlighting performance trends and identifying actions required to improve results.

Book Description
Reforms pursued by Georgia in recent years have made its power sector commercially viable as well as more efficient and reliable. Now unbundled and largely privatized, the former state monopoly has developed an operational wholesale market and has made great progress in making its operations and system pricing more efficient. However, it still lacks independent regulatory competence and pricing transparency, and it remains vulnerable to external supply shocks, having to balance shortfalls in domestic hydropower generation with fuel imports for its power stations and with gas imports for its thermal plants. This country report assesses the reform efforts and experiences of Georgia’s power sector for lessons and insights that other economies could find useful in their own power sector planning and policy and strategy formulation.

Book Description
The Independent Evaluation Office (IEO) evaluation on International Reserves: IMF Concerns and Country Perspectives was discussed by the Board in December 2012. This evaluation examined the IMF’s analysis of the effect of reserves on the stability of the international monetary system and its advice on reserve adequacy assessments in the context of bilateral surveillance. In the multilateral context, the evaluation acknowledged the IMF’s broader work stream on the international monetary system but noted that this work had not sufficiently informed the analysis and recommendations regarding reserves. The IEO evaluation of The Role of the IMF as Trusted Advisor was discussed by the Board in February 2013. This evaluation found that perceptions of the IMF had improved, but that they varied markedly by region and country type. Recognizing that there will always be an inherent tension between the IMF’s roles as a global watchdog and as a trusted advisor to member country authorities, the evaluation report explored how the IMF could sustain the more positive image it had achieved in the aftermath of the recent global crisis. The evaluation found that among key challenges facing the IMF were improving the value added and relevance of IMF advice and overcoming the perception of a lack of even-handedness.
