About one third of ATMs now make direct charges to consumers, and in 2004 it is estimated that UK consumers paid £140 million in charges made whilst accessing funds through cash machines. The Committee's report examines the principle and increasing trend towards charging, the clarity of presentation of these charges to the consumer, the likely impact on financial exclusion and low-income households, and key areas for action from government, regulators and the industry. Findings include that although there has been an increase in free machines as well as charging machines, their location and the lack of transparency about which machines make charges hinders genuine competition and consumer choice. Recommendations include that there should be a clearer indication of the amount of surcharge on external signage with standardised labelling for all free and charging machines. The LINK network agreement needs to improve consumer representation and its enforcement mechanisms. The trend towards ATM charges should not be allowed to exacerbate existing financial exclusion, and the Government should ensure that the switch to direct payment of benefits does not disadvantage recipients in their access to cash.

This has emerged as a major international policy issue. This report identifies issues arising from the FSA's report into the failure of RBS that may merit further legislative or regulatory change. The report also considers the value of the reporting process for understanding the causes of RBS's failure and for ensuring that appropriate lessons have been learnt. The Government should include an explicit requirement for the Prudential Regulation Authority to approve major bank acquisitions and mergers in forthcoming legislation and the Treasury should report on the legislative or other changes it proposes to make to the current regime regulating acquisitions in the banking sector. The Bank of England has still to produce a comprehensive review of the Bank's role in, and response to, the crisis. Any lessons learned will only be available at a very late stage in Parliament's consideration of the Financial Services Bill, when incorporation of them into legislation may be more difficult. The Parliamentary Commission on Banking Standards should examine the PRA's approach to banking supervision. The Government should consult on whether additional legislation is required to ensure that directors or other senior executives of failed banks cannot work in other regulated industries in future, or to make the system more certain. The Committee supports attempts to remedy the misalignment of incentives embedded within the financial services framework. The introduction of strict liability would be a major change to the existing legal framework and would require full public debate. The Parliamentary Commission on Banking Standards should examine this and other options.

However, financial exclusion in urban areas, especially of the lower strata of the society has not received the attention it deserves from researchers and policymakers, even though urban poverty and deprivations are of considerable importance in the present Indian context. The challenges of financial inclusion and accessibility in the urban areas differ substantially from those found in the rural regions given the fact that the possibility of physical access to financial services is much higher in urban areas. In order to provide a macro perspective, the book begins with an analysis of the unit record data on nature and extent of financial inclusion and access to credit in urban India, based on Debt and Investment survey data (59th and 70th rounds) provided by the National Sample Survey Office (NSSO). In subsequent steps, the book discusses findings from a primary survey carried out in the state of Karnataka of self-employed persons engaged in informal services sector. This exercise has helped to comprehend the ways in which they currently meet their financial needs for different income generating purposes, the terms and conditions under which they do so, and the challenges that remained for possible interventions.
