How do understandings of the relationships between gender, violence, security and the international inform policy and practice in which these notions are central? What are the practical implications of basing policy on problematic discourses? In this highly original poststructural feminist critique, the author maps the discursive terrains of institutions, both NGOs and the UN, which formulate and implement resolutions and guides of practice that affect gender issues in the context of international policy practices. The author investigates UN Security Council Resolution 1325, passed in 2000 to address gender issues in conflict areas, in order to examine the discursive construction of security policy that takes gender seriously. In doing so, she argues that language is not merely descriptive of social/political reality but rather constitutive of it. Moving from concept to discourse, and in turn to practice, the author analyses the ways in which the resolution's discursive construction had an enormous influence over the practicalities of its implementation, and how the resulting tensions and inconsistencies in its construction contributed to its failures. The book argues for a re-conceptualisation of gendered violence in conjunction with security, in order to avoid partial and highly problematic understandings of their practical relationship. Drawing together theoretical work on discourses of gender violence and international security, sexualised violence in war, gender and peace processes, and the domestic-international dichotomy with her own rigorous empirical investigation, the author develops a compelling discourse-theoretical analysis that promises to have far-reaching impact in both academic and policy environments.

In the discussion of these challenges, however, the issue of diversity has received relatively little attention. Since the late 1980s, critical geopolitics has gone from being a radical critical perspective on the disciplines of political geography and international relations theory to becoming a recognised area of research in its own right. Influenced by poststructuralist concerns with the politics of representation, critical geopolitics considers the ways in which the use of particular discourses shape political practices. Initially critical geopolitics analysed the practical geopolitical language of the elites and intellectuals of statecraft. Subsequent iterations have considered the role that popular representations of the international political world play. As critical geopolitics has become a more established part of political geography it has attracted ever more critique: from feminists for its apparent blindness to the embodied effects of geopolitical praxis and from those who have been uncomfortable about its textual focus, while others have challenged critical geopolitics to address alternative, resistant forms of geopolitical practice. ‘When we claim to have been injured by language, what kind of claim do we make?’ - Judith Butler, Excitable Speech Excitable Speech is widely hailed as a tour de force and one of Judith Butler’s most important books. Examining in turn debates about hate speech, pornography and gayness within the US military, Butler argues that words can wound and linguistic violence is its own kind of violence. Yet she also argues that speech is ‘excitable’ and fluid, because its effects often are beyond the control of the speaker, shaped by fantasy, context and power structures. In a novel and courageous move, she urges caution concerning the use of legislation to restrict and censor speech, especially in cases where injurious language is taken up by aesthetic practices to diminish and oppose the injury, such as in rap and popular music. Although speech can insult and demean, it is also a form of recognition and may be used to talk back; injurious speech can reinforce power structures, but it can also repeat power in ways that separate language from its injurious power. Skillfully showing how language’s oppositional power resides in its insubordinate and dynamic nature and its capacity to appropriate and defuse words that usually wound, Butler also seeks to account for why some clearly hateful speech is taken to be iconic of free speech, while other forms are more easily submitted to censorship.
