The debate on agricultural policy in the EU has been very lively and politically prominent over the past months. The Common Agricultural Policy (CAP) of the EU has undergone major changes since it was first implemented at the end of the 1960s. Commentators suggest that the CAP changes made in the Agenda 2000 reform package were insufficient to address the problems facing the CAP in the coming years. These include enlargement, new trade negotiations and the demand by European society for a safe, sustainable agri-food system, to name but a few. This report highlights the most pressing challenges to creating a sustainable CAP for the 21st century. It focuses on strategic policy options that are closely linked to the CAP system to be "hands on"; but the report refrains from becoming too specific on policy details, focusing instead on the important strategic questions. Since 2005, the European Union has provided farmers with subsidies that are not linked directly to production of specific crops, through the single payment scheme (SPS), as part of reforms to its common agricultural policy. This book investigates to what extent the SPS has led to the capitalization of support into land values in the EU. Economic theory and empirical findings suggest that the way in which agricultural support is provided to farmers has an influence on land markets. Subsidies tend to become capitalized into land values to some degree, affecting both the sales and rental prices of land. These effects in turn have a bearing on the transfer efficiency of the support and structural change in agriculture. Drawing from a combination of data sources, 11 country and 18 regional studies, this extensive empirical analysis offers preliminary findings of the reaction of EU land markets and asset values to the changes in EU policy.

Western democratic welfare states often featured sectoral governance arrangements where governments negotiated policy with sectoral elites, based on shared ideas and exclusive institutional arrangements. Food and agriculture policy is widely considered an extreme case of compartmentalized and ‘exceptionalist’ policy-making, where sector-specific policy ideas and institutions provide privileged access for sectoral interest groups and generate policies that benefit their members. In the last two decades, policy exceptionalism has been under pressure from internationalization of policy-making, increasing interlinkage of policy areas and trends towards self-regulation, liberalization and performance-based policies. This book introduces the concept of ‘post-exceptionalism’ to characterize an incomplete transformation of exceptionalist policies and politics which preserves significant exceptionalist features. Post-exceptional constellations of ideas, institutions, interests and policies can be complementary and stable, or tense and unstable. Food and agriculture policy serves as an example to illustrate an incomplete transformation towards a more open, contested and networked politics. Chapters on agricultural policy-making in the European Union and the United States, the politics of food in Germany and the United Kingdom, transnational organic standard setting and global food security debates demonstrate how ‘postexceptionalism’ helps to understand the co-existence of transformation and path dependency in contemporary public policies. The chapters in this book were originally published as a special issue of the Journal of European Public Policy.
