This paper reports on a study that was conducted in Morogoro Municipality and Kilosa District. Specifically the study objected to find out what happening nationally as a result of Secondary Education Development Programme (SEDP) in relation to completion and progression from secondary education to further study and into working life of the pupils. To identify stakeholders' views on the danger that has been taking place and their views on key benefits and problems of SEDP. The study was pure qualitative and adopted appropriate qualitative research technique for data collection and analysis. The research sample comprised educational stakeholders from variety categories such as students, teachers, ward officials councilors, distinct and regional educational officers, local government officials, ministerial officials and officials from educational related NGOs. The findings indicated that stakeholders acknowledge and outlined many benefits from SEDP that are accompanied with many challenges at different levels. Suggestions were made on areas requiring improvement policy implications and area for further study spearhead.

The vast majority of kids in the developed world finish high school—but not in the United States. More than a million kids drop out every year, around 7,000 a day, and the numbers are rising. Dropping Out offers a comprehensive overview by one of the country’s leading experts, and provides answers to fundamental questions: Who drops out, and why? What happens to them when they do? How can we prevent at-risk kids from short-circuiting their futures? Students start disengaging long before they get to high school, and the consequences are severe—not just for individuals but for the larger society and economy. Dropouts never catch up with high school graduates on any measure. They are less likely to find work at all, and more likely to live in poverty, commit crimes, and suffer health problems. Despite great progress around the world in getting more kids into schools, too many leave without even the most basic skills. In India’s rural Andhra Pradesh, for instance, only about one in twenty children in fifth grade can perform basic arithmetic. The problem is that schooling is not the same as learning. In The Rebirth of Education, Lant Pritchett uses two metaphors from nature to explain why. The first draws on Ori Brafman and Rod Beckstrom’s book about the difference between centralized and decentralized organizations, The Starfish and the Spider. Schools systems tend be centralized and suffer from the limitations inherent in top-down designs. The second metaphor is the concept of isomorphic mimicry. Pritchett argues that many developing countries superficially imitate systems that were successful in other nations— much as a nonpoisonous snake mimics the look of a poisonous one. Pritchett argues that the solution is to allow functional systems to evolve locally out of an environment pressured for success. Such an ecosystem needs to be open to variety and experimentation, locally operated, and flexibly financed. The only main cost is ceding control; the reward would be the rebirth of education suited for today’s world.
