Excerpt from The Evolution of Political Thought N the Introduction to a recent work on social anthropology, already mentioned in the Preface,1 the editors state that 'we do not consider that the origins of primitive institutions can be dis covered and, therefore, we do not think it worth while seeking for them'. This may be true. It need not, however, prevent us from noting what appear to be the basic characteristics of man, considered from a political point of view. It is hardly in question, for example, that men have always (since being recognisable as men) lived in groups of some kind, family groups or tribes. Man is thus a social animal, although less so perhaps than some other creatures, especially certain insects. Man is also carnivorous, able to live on either a meat or a vegetable diet but equipped with teeth different from those of a grass-eating animal. Some at least of his food has always been trapped or pursued, fished or shot. Then again, the young of the human family (born singly, for the most part, not in a litter) are helpless for an exceptionally long period, needing protection and care for many years and maturing very slowly indeed. The number of subjects taught in schools of all kinds and grades has greatly multiplied In recent years; but the school day Is no longer than it was-in fact, it is Shorter; nor has the school year been lengthened much, least of all in towns and cities. Consequently there is much complaint concerning overloaded courses of study and crowded annual, weekly, and daily programs. There are those among educators, and others interested 111 educational improvement, who advocate a reduction In the number Of subjects taught and a more intensive Study of the branches retained. It IS not within the province of this Preface to predict how the evil complained of will be remedied; but experience in the schooeom has led many teachers to believe that less voluminous text-books would be at least a partial remedy. If the demands of the age require an Increasingly greater number of subjects to be taught, it follows that less time must be given to each subject. But unless the text-books are proportionately reduced in their scope, the attempt to get over them will result in skimming and skipping, and conseqilently in an imperfect and evanescent knowledge of the contents. Excerpt from International Politics It is outside the province of an introductory study to offer solutions of political problems and, therefore, the whole book is a statement of fact and an expression of doubt rather than the exposition of a doctrine, programme or policy. The need of the general public and even of some statesmen appears to be not so much the inculcation of a gospel as instruction in an alphabet: for ignorance of facts, not ill-will, appears to be the greatest obstacle to progress in regard to international affairs. This, however, does not imply that -the book is intended to be quite colourless as regards the solution of the problems described. A certain ve definite attitude has been adopted; and certain very efinite conclusions are implied in regard to some issues. For example, it is quite clearly supposed that the interest of all nations is not to be found by the ancient process of each seeking its own and it is implied, without adequate evidence offered here because the evidence is regarded as obvious, that war is an altogether evil institution and a useless political method. Even such assumptions and conclusions need not be accepted by the reader. They are mentioned in this preface simply in order that the reader may be on his guard for it is con siderably better that he should think for himself than that he should agree with the author of any book.
