While many claims are made regarding the power of cultural heritage as a driver and enabler of sustainable development, the relationship between museums, heritage and development has received little academic scrutiny. In the context of a review of U.S. strategy in Afghanistan during September-November 2009, the performance and legitimacy of the Afghan government figured prominently. In his December 1, 2009, speech announcing a way forward in Afghanistan, President Obama stated that the Afghan government would be judged on performance, and "The days of providing a blank check are over." The policy statement was based, in part, on an assessment of the security situation furnished by the top commander in Afghanistan, General Stanley McChrystal, which warned of potential mission failure unless a fully resourced classic counterinsurgency strategy is employed. That counterinsurgency effort is deemed to require a legitimate Afghan partner. The Afghan government's limited writ and widespread official corruption are believed by U.S. officials to be helping sustain a Taliban insurgency and complicating international efforts to stabilize Afghanistan. At the same time, President Hamid Karzai has, through compromise with faction leaders, been able to confine ethnic disputes to political competition, enabling his government to focus on trying to win over those members of the ethnic Pashtun community that support Taliban and other insurgents.

This book raises questions about cultural interventions, an area of investigation somewhat overlooked in place of developing a critique of political interventions. Whilst political interventions are more explicit, coercive, and have a wide-reaching impact, it is important also to examine the way culture is used in attempts to reconstruct society and peoples - the ‘soft’ side of statebuilding, where heritage is utilised to play a role in the construction of the nation and the people, in memory and identity. For it can play a role in legitimizing myths and identifying symbolic, historic events, and implicitly informs the construction of infrastructure, institutions, and other aspects of civic life. Contributors from the fields of politics, anthropology, archaeology, and sociology examine interventions in state and nation building through cultural methods, the ‘soft’ side of statebuilding, including the preservation and promotion of certain heritage, the politics of remembrance and monument building, and the repatriation of human remains and artefacts to communities in the name of making reparations for past atrocities. These are timely contributions. Heritage and cultural is too often considered in terms of how tourism might contribute to the economy post-conflict, neglecting the construction of meaning and memory through decisions about is what is preserved or not. This book explores the role of cultural heritage in post-conflict reconstruction, whether as a motor for the prolongation of violence or as a resource for building reconciliation. The research was driven by two main goals: to understand the post-conflict reconstruction process and to identify how this process evolves in the medium term and the impact it has on society. The Spanish Civil War (1936-39) and its subsequent phases of reconstruction provides the primary material for this exploration. In pursuit of the first goal, the book centers on the material practices and rhetorical strategies developed around cultural heritage in post-civil war Spain and the victorious Franco regime's reconstruction. The analysis captures a discursively complex set of practices that made up the reconstruction and in which a variety of Spanish heritage sites were claimed, rebuilt or restored, and represented - as signs of historical narratives, political legitimacy, and group identity. The reconstruction of the town of Gernika is a particularly emblematic instance of destruction and a significant symbol within the Basque regions of Spain, as well as internationally. By examining Gernika, it is possible to identify some of the trends common to the reconstruction as a whole, along with those aspects that pertain to its singular symbolic resonance. In order to achieve the second goal, the book examines the processes of selection, value change, and exclusionary dynamics of reconstruction. Exploring the possible impact of post-civil war reconstruction in the medium term is conducted in two time frames: the period of political transition that followed General Franco's death in 1975, and the 2004-2008 period when Rodriguez Zapatero's government undertook initiatives to 'recover the historic memory' of the war and dictatorship. Finally, the observations made of the Spanish reconstruction are analyzed in terms of how they might reveal general trends in post-conflict reconstruction processes in relation to cultural heritage. These insights are pertinent to the situations in Cambodia, Bosnia and Herzegovina, Afghanistan, and Iraq.
