Excerpt from A Letter From Lieut. Gen. Burgoyne to His Constituents: Upon His Late Resignation; With the Correspondences Between the Secretaries of War and Him, Relative to His Return to America Gentlemen, The responsibility for political conduct, and perhaps for all conduct, which every Representative owes in a certain degree to the nation at large, and particularly owes to his immediate Constituents, becomes a more forcible duty upon me from the many private friendships with which I am honoured among you. The crisis in which I write is another reason for this address. Never, surely, was there a time in which it was so important for Constituent and Representative to understand each other; nor ever was there one when more systematic pains were taken to set them at variance. My first purpose is to explain to you the causes which have induced me to withdraw myself from a station, in which (till it is known that my offers of service were rejected) I might be supposed capable for serving my country in her extremity with some effect. These causes shall be stated faithfully. It is the interest and pride of the innocent and injured to be ingenuous.
