At the same time the bailiffs of Portsmouth were summoned to show why, by their own authority, and without consulting the bailiffs of Southampton, to whom the farm of their town belonged, they took customs from their burgesses. They answered the charge by producing the sheriffs letter, ordering them to collect pontage and other water customs, and bidding them not to concede anything to the Southampton men, but to keep all for the king. They also answered that their town owed no other farm-rent than such money as from the said customs might be received. At another time the bailiffs of Southampton had a more serious quarrel with the burgesses of Bristol. In 1205 certain Bristol burgesses trading at Southampton refused to pay the toll demanded of them by the bailiffs of Southampton. They asserted and put into plea the king's own charter, which gave them the right of trading where and as they pleased in any port of England, Wales, and Normandy, without paying passage or toll.
