The year 2005 marked the centennial of the founding of the United States Forest Service (USFS). Samuel P. Hays uses this occasion to present a cogent history of the role of American society in shaping the policies and actions of this agency. From its establishment in 1905 under the auspices of the Department of Agriculture, timber and grazing management dominated the agency's agenda. Due to high consumer demand for wood products and meat from livestock, the USFS built a formidable system of forest managers, training procedures, and tree science programs to specifically address these needs. This strong internal organization bolstered the agency during the tumultuous years in the final one-third of the century—when citizens and scientists were openly critical of USFS policies—yet it restricted the agency's vision and adaptability on environmental issues. A dearth of ecological capabilities tormented the USFS in 1960 when the Multiple-Use and Sustained-Yield Act set new statutes for the preservation of wildlife, recreation, watershed, and aesthetic resources. This was followed by the National Forest Management Act of 1976, which established standards for the oversight of forest ecosystems. The USFS was ill equipped to handle the myriad administrative and technological complexities that these mandates required. "In the late twentieth century, residents of the Blue Ridge mountains in western North Carolina fiercely resisted certain environmental efforts, even while launching aggressive initiatives of their own. Kathryn Newfont provides context for those events by examining the environmental history of this region over the course of three hundred years, identifying what she calls commons environmentalism--a cultural strain of conservation in American history that has gone largely unexplored. Efforts in the 1970s to expand federal wilderness areas in the Pisgah and Nantahala national forests generated strong opposition. For many mountain residents the idea of unspoiled wilderness seemed economically unsound, historically dishonest, and elitist. Newfont shows that local people's sense of commons environmentalism required access to the forests that they viewed as semipublic places for hunting, fishing, and working. Policies that removed large tracts from use were perceived as 'enclosure' and resisted. The acquisition and procurement of major weapons systems is fraught with difficulties. They tend to be delivered late, over budget and unable to meet requirements. This Element provides an economic analysis of why this happens. Market structure, demand by the military and supply by the arms firms, shapes the conduct of the agents and generates the poor performance observed. The military are trying to counter an evolving threat, subject to a budget constraint, high R&D costs and new technologies. The interaction between a government made up of warring tribes and arms firms with considerable market and political power is further complicated by a set of what economists call 'principal-agent' problems, which are examined. While the poor performance has prompted many countries to propose reforms, the difficulty of the task and the institutional incentives faced by the actors mean that the reforms rarely solve the problem.

The Scottish Government's White Paper must make absolutely clear the details of both its foreign and defence policies. Much of what has been suggested up to now suffers from a conspiracy of optimism. The most explicit pledges made to date include: that the whole cost of security and defence will be no more than £2.5 billion, that personnel in the armed services will total 15,000 full time and 5,000 reserve personnel, and that the defence force will include "current Scottish raised and restored UK regiments". Will we then have a defence force which is army heavy? An army which is infantry heavy? Or will historic regiments be redesignated as platoons, reserves or non-infantry units? If Faslane is to be kept at its existing workforce, how will people be retrained? What costs will be inccurred in the transition to the new Scottish Defence Force? What are the implications for procurement whether or not Scotland gets the assets it wants? Hanging over all of this is the future of Trident. Will a separate Scotland impose unilateral nuclear disarmament on the UK? Furthermore, membership for Scotland of NATO will require not only the unanimous agreement of all the existing NATO members, but also the resolution of any disputes with the UK. The Scottish Government must spell out what wages and conditions it would propose to offer to compensate those who would leave behind participation in world class armed services. The people of Scotland are entitled to expect that those who propose drastic change can explain what the consequences would be.

The Defence Committee accepts that there are deep-rooted problems with the present acquisition system, and draws attention to the example of the decision in 2010 to change to the carrier variant of the Joint Strike Fighter, a decision which later had to be reversed. The Committee agrees with the Government that the current arrangements for acquisition, constrained by public sector employment rules, are unsatisfactory. But the proposal to entrust acquisition to a Government owned, Contractor operated company is not universally accepted as the best way forward, and there are particular concerns about how the MoD's overall responsibility for acquisition could be maintained within a GoCo. The Committee considers that problems might arise if a non-UK company were given responsibility for UK defence acquisition. It further considers it vital that consultations are satisfactorily concluded with allies, to ensure that there is no adverse impact on co-operation, before any proposals are implemented.
