Excerpt from A Compilation of the Messages and Papers of the Presidents, 1789-1897, Vol. 10 In pursuance of the plan originally adopted certain papers were omitted from the earlier volumes of this work. Referring to these papers, the following statement occurs in the Prefatory Note to Volume I In executing the commission with which I have been charged I have sought to bring together in the several volumes of the series all Presi dential proclamations, addresses, messages, and communications to Con gress excepting those nominating persons to ofice and those which simply transmit treaties, and reports of heads of Departments which con tain no recommendation from the Executive. In the Prefatory Note to Volume IX the statement was made that this course was a mistake, and that the work to be exhaustive should comprise every message of the Presidents transmitting reports of heads of Departments and other communications, no matter how brief or unintelligible the papers were in themselves, and that to make them intelligible I should insert editorial footnotes explaining them. Having acted upon the other idea in making up Volume I and a portion of Volume II, quite a number of such brief papers were intentionally omitted. Being convinced that all the papers of the Executives should be inserted, the plan was modified accordingly, and the endeavor was thereafter made to publish all of them. In order, however, that the compilation may be 'accurate and exhaustive, ' I have gone back and collected all the papers - those which should have appeared in Volumes I and II as well as such as were unintentionally omitted from the succeeding volumes - excepting those simply making nominations, and shall publish them in an appendix in the last volume. These omitted papers, with editorial footnotes, have been inserted in the Appendix, and appear in the Index in alphabetical order, so that no serious inconvenience will result to the reader. In this sweeping history of United States policy toward Latin America, Lars Schoultz shows that the United States has always perceived Latin America as a fundamentally inferior neighbor, unable to manage its affairs and stubbornly underdeveloped. This perception of inferiority was apparent from the beginning. John Quincy Adams, who first established diplomatic relations with Latin America, believed that Hispanics were lazy, dirty, nasty...a parcel of hogs. In the early nineteenth century, ex-President John Adams declared that any effort to implant democracy in Latin America was as absurd as similar plans would be to establish democracies among the birds, beasts, and fishes. Drawing on extraordinarily rich archival sources, Schoultz, one of the country's foremost Latin America scholars, shows how these core beliefs have not changed for two centuries. We have combined self-interest with a civilizing mission--a self-abnegating effort by a superior people to help a substandard civilization overcome its defects. William Howard Taft felt the way to accomplish this task was to knock their heads together until they should maintain peace, while in 1959 CIA Director Allen Dulles warned that the new Cuban officials had to be treated more or less like children. Schoultz shows that the policies pursued reflected these deeply held convictions. While political correctness censors the expression of such sentiments today, the actions of the United States continue to assume the political and cultural inferiority of Latin America. Schoultz demonstrates that not until the United States perceives its southern neighbors as equals can it anticipate a constructive hemispheric alliance.

John Leland (1754-1841) was one of the most influential and entertaining religious figures in early America. As an itinerant revivalist, he demonstrated an uncanny ability to connect with a popular audience, and contributed to the rise of a democratized Christianity in America. A tireless activist for the rights of conscience, Leland also waged a decades-long war for disestablishment, first in Virginia and then in New England. Leland advocated for full religious freedom for all-not merely Baptists and Protestants-and reportedly negotiated a deal with James Madison to include a Bill of Rights in the Constitution. Leland developed a reputation for being mad for politics in early America, delivering political orations, publishing tracts, and mobilizing New England's Baptists on behalf of the Jeffersonian Republicans.
